Water and Power Ministry is taking required steps to keep the project in stable working condition.
Despite it costing more they still persistent? They really want us to get the begging bowl out again just for the sake of their retarded egos/ pride?!

Please read it carefully, it is clearly mentioned that "Gas Conversion" plant will be installed in a few months. Furnace oil in only temporary, it is scheduled to run on gas.

Just think about it!

Original plant designed to burn gas. Then converted to dual fuel, primarily furnace oil and furnace oil treatment plant only sufficient for 250 MW production against plant capacity of about 450 MW. Then reverse the process & re-install gas conversion plant!!! If it is not a mega scandal, then what do you call it; mega stupidity?

It was originally costing Rs 23-billion ( $475-million) but now costing Rs 81-billion ( $778- million). Cost over run of $ 303-million. Option to cash in $35-million guarantee is nothing compared to cost over run & leaving the machinery to rot at Port Qasim for 4 years. Obviously my countrymen are gullible and easily taken in by misinformation.

During the tenure of the previous governments, the project was delayed for about four years resulting surge in it cost from $329 million to $847 million.

I don’t go by the claims of the politicians, being lies or gross exaggerations. Anyone who was old enough in ZA Bhutto era will remember the fanfare & cheers in the National Assembly where supposed crude from the Dhodhak field was displayed. Pray tell me where is the crude?

Fact: Per OGRA figures current shortfall of natural gas in Pakistan is 2-billion cft per day.

Fact: De -gasification capacity of Engro LNG terminal is 4.5-million tons per year.

Since 1 metric ton LNG = 48,700 cft of natural gas. This translates into about 600-million cft per day capacity.

Fact: Second LNG terminal is currently put on hold but it would be of 500-million cft per day capacity.

This means total LNG import capacity of 1.1- billion cft per day. With the gas short fall being already 2-billion cft per day; even after 2nd LNG terminal is in operation in 3 years’ time, only half of the current shortage will be covered. This excludes projected increase in demand due to population & industrial growth.

Diverting LNG to power generation implies that Pakistan’s industry & household consumers would continue experiencing gas load shedding until Iran- Pakistan pipeline comes into play. Converting existing Furnace oil power plant to gas from now onwards means making gas load shedding even more painful.

The above vindicates my assertion that Pakistan’s Energy policy is run by nincompoops who don’t give a fig for the suffering of ordinary household gas user. However the above is the analysis of an ordinary person like me, you are welcome to believe what you desire.
There are also gas pipelines being constructed. Terminals aren't the only way to supply gas.


On topic, the whole project was rushed for show off. Homework wasn't done. They said just do it now and will see what happens later.

Anyone who thinks electricity can be fixed in 2018 is naive. It will be eliminated completely for few months leading up to election by utilizing expensive power plants and creating circular debt. Otherwise, it'd be many years before we can produce what is to be consumed. Remember, consumption is rising as we are underproduced nation. If a factory today runs 6 hours a day, provide him no load shedding, he would run 12 hours a day.

With gas storage, people buy those propane and ration. Using very little by maximizing utility. When provided infinite gas, they'd consume more.

I am more aware (not speculations or opinions) 101% information about Pakistan entire Electricity to Dam projects then anyone else on this forum. I can't tell you how. But trust me I know how all these projects, deals, initiative etc is going on since last 40 years.

One technical point to mention here about turbines of such a plant is its dual fuel consumption capability. These plants are originally designed to be run on natural gas, but almost all have the capability to run on furnace oil as well in an emergency mode using onsite storage of furnace oil. This gives plant, the possibility to run even if the gas supply has been cut off to it for any reason. But this is only for emergency purposes and the plant should not be run on furnace oil indefinitely as it shortens the life of turbines and increases maintenance costs. Natural gas is its main fuel and the furnace oil is its backup fuel.
