Please read it carefully, it is clearly mentioned that "Gas Conversion" plant will be installed in a few months. Furnace oil in only temporary, it is scheduled to run on gas.
Pakistan to convert Nandipur plant to gas - Gas To Power Journal
Just think about it!
Original plant designed to burn gas. Then converted to dual fuel, primarily furnace oil and furnace oil treatment plant only sufficient for 250 MW production against plant capacity of about 450 MW. Then reverse the process & re-install gas conversion plant!!! If it is not a mega scandal, then what do you call it; mega stupidity?
It was originally costing Rs 23-billion ( $475-million) but now costing Rs 81-billion ( $778- million). Cost over run of $ 303-million. Option to cash in $35-million guarantee is nothing compared to cost over run & leaving the machinery to rot at Port Qasim for 4 years. Obviously my countrymen are gullible and easily taken in by misinformation.

In May last year, Prime Minister Sharif inaugurated the first 95MW turbine, out of the total four, and announced the project would be fully commissioned by the end of the year. However, the plant has remained shut for most of the time.
Approved in 2007 at a cost of Rs23 billion, the Nandipur project was delayed for three years due to the Ministry of Law’s refusal to clear sovereign guarantees. In 2013, the cost was revised upwards to Rs58 billion.
A petition filed with the National Electric Power Regulatory Authority for determining the power tariff has put the cost at over Rs81 billion. The plant is also not technically viable, as its furnace oil treatment plant capacity is not adequate for a 425MW project.
