ISLAMABAD: With the change of the government, the NAB has suddenly come up with a hefty cheque of Rs2.44 billion received from the power companies and to be used for easing the monstrous circular debt that is causing countrywide loadshedding.
As PML-N leader Khawaja Asif is set to become the new energy minister to deal with the power crisis, he has become the most-sought-after person by the National Accountability Bureau, which is running after him to hand over the multi-billion rupee cheque.
Incidentally, the money being offered to him was recovered from the Rental Power Plants (RPP) case in which the incoming minister was one of the petitioners who had moved the Supreme Court that pushed the RPPs to return the advance payment they had received from the government.
The recovery was made months ago but is being delivered now when the new government has taken over. NAB has prepared a cheque of Rs2.44 billion to be offered to the Water and Power Ministry at this point of time, a gesture that has been greeted with skepticism.
Observers interpret it as a move to win the goodwill of the new set-up that is planning to carry out a surgery of NAB. DG NAB (Rawalpindi) Col (retd) Subah Sadiq contacted the ministry for depositing the cheque on June 5, the day Nawaz Sharif was elected as the new prime minister.
Given his background, DG NABs frantic contacts are being interpreted with a note of suspicion as ministry officials believe that the bureau was sitting over this hefty sum for a long time with the intention to deliver it to the new government in order to register its performance.
However, Subah Sadiq has dispelled the impression of doing anything for personal interest.
He told The News that the cheque was signed after the reference was filed against the accused. In the RPPs case, he said, the reference was filed only on May 27 and the cheque was dispatched to him by the NAB headquarters on May 31 and delivered four days later.
On June 5, I rang up secretary Minister of Water and Power to hand over the cheque, he said. The secretary did not have the time citing his engagements with the incoming minister on power crisis, the DG NAB explained.
Out of Rs11.5 billion recoverable from 12 RPPs, an approximate sum of eight billion rupees was earlier deposited in the government exchequer on the directions of the Supreme Court and receipts were produced during the case hearing by the apex court. Asked why that amount was deposited before the filing of reference, the DG NAB said it was done on the court order.
As far as the latest recovery of Rs2.44 billion is concerned, this has been returned by seven RPPs. They are M/S Pakistan Power Resources (Bhikki, Sheikhupura), M/S Pakistan Power Resources (Guddu, Kashmore), M/S Walter Power Naudero-I (Larkana) and M/S Walter Power Naudero-II (Larkana), M/S Techno-E Power (Summandri Road, Faisalabad), Young Generation Resources (Satiana Road, Faisalabad), and Reshma Power (Raiwind Road, Lahore).
Another five RPPs that were implicated in the case include M/S Techno-E Power (Sahuwal, Sialkot), M/S Karkay Karodeniz (a Turkish ship anchored in Karachi), M/S Gulf Rental (Aimanabad, Gujranwala), M/S Alstome (Bhakki district, Sheikhupura), and M/s General Electric Power (Sharaqpur district, Sheikhupura).
