In NA-45 Kurram constituency of the National Assembly, a report of electoral fraud through postal ballot came to light and in the investigation, PTI MNA Fakhr Zaman was found responsible for the rigging scheme.
The team headed by Joint Election Commissioner Khyber Pakhtunkhwa submitted an investigation report to the Election Commission, according to which Fakhr Zaman violated Article 175B of the Election Act, prepared fake postal ballot applications to influence the results, DSP Karam Mohammadi Khan and Special Branch official Wasiullah were also found responsible for the fraud.
Applications for postal ballots were forged, according to the police's own inquiry, almost all signatures were forged, many were for deceased and retired police officers, and those who applied for postal ballots were not on duty on election day.
On the other hand, Fakhr Zaman, an elected member of the Assembly, termed the matter as a conspiracy of the opposition and presented a fake order of the Election Commission as proof of his incompetence. Fakhr Zaman said that the opposition wanted to spoil the election by spreading fake orders.
The Election Commission in its investigation report recommended strict action against those responsible.

In the 2018 elections, JUI-F candidate Munir Khan Orakzai had won from NA-45 Kurram, but after his death, a by-election was held on this seat on February 20, 2021, in which Fakhr Zaman of PTI was declared the winner. Where as Prior to the by-elections, the Election Commission had suspected more than 600 postal ballot applications and all of them were found to be fake.
