I dont have any problem with Zia, creating Altaf Mafia was necessary to tame the influence of rabid PPP, it was matter of state security, you cant afford absence of opposition in province like Sindh where emotions were high and Al Zulfiqar (sponsored by Khad) was spreading terror.
