Mega jet deal could be split: Ex-NSA told US

NEW DELHI: Although US firms lost out on India's mega fighter deal, former national security adviser M K Narayanan had told US diplomats that the $10 billion buy could be split into two contracts and that he would ask Prime Minister Manmohan Singh to keep both price and quality in mind.

The US aircraft were finally knocked on technical grounds, but higher pricing of fighters like the F-18 series put them at a disadvantage with regard to European rivals and discussion on the deal came up before Singh's Washington visit in 2009. According to WikiLeaks, a US cable from New Delhi spoke of undersecretary Bill Burns meeting with Narayanan to preview the visit during which Narayanan expressed personal interest in "counterterrorism deliverables" and suggested the Indian government may ultimately split the tender.

Narayanan also assured Burns of progress on civil nuclear cooperation ahead of the visit, including the imminent public announcement of reactor park sites for US firms and requested lifting of restrictions on high technology trade and expanded space cooperation.

In an indication of the clout he enjoyed in the PMO, Narayanan offered his personal assistance in brokering inter-ministerial approval of the counterterrorism deliverable, the proposed Law Enforcement and Security Cooperation Initiative.

In the one-on-one meeting, Narayanan suggested that the fighter tender may be split between two recipients, and that he would recommend that PM Singh take into consideration "both price and quality".

India had no "confrontation" with the US on outer space, and nothing stood in the way of further cooperation and this could fill the void left by the completion of the civil nuclear cooperation agreement.

Thanks for sharing but this is an old record. Mr. Narayanan is no more the NSA, its Mr. Menon.
 
I feel drained discussing the cons and pros of splitting the deal into two. The cons far outweighing the pros. It has already been discussed at length in MMRCA thread.

He says US fighters rejected on technical grounds ? LOL ! F16 was not even worthy of finding a mention in his explanation.
Except that, nothing much in this article except some sweet talk between two diplomats.

the air force is trying to reduce the variety of fighter aircrafts it fields . not increase it .

current situation is such that while IAF is certain to increase the number of aircrafts from 126 to 190 , But it is unlikely that both Typhoon and Rafale get the contract , since the aircraft is meant to replace Mig27 and Jaguars , and India eventually plan to reduce the Types of Aircrafts operated by IAF from 6 to 5 ie
2 Airsuperiority , 2 Ground attack/omnirole and 1 Air Interdiction
 
Hmm...No wonder the Americans kept offering us options including the F-35 program.

They lost MMRCA and now tries anything to get back, or get at least a part of the deal and they don't aim on a split between Rafale and EF, but between the winner of MMRCA and an additional order of US fighters (maybe F35).

bro ...its a (wikileak) cable from new delhi dating back to when MK narayan was still an NSA......i.e before US fighter's were kicked out ....
looks like EX-NSA/IB chief was lobbying for american fighters ......:hitwall::hitwall:
 
We are replacing our interceptors with LCA and strike fighters with multi role fighters .

Exactly, old cables when US fighters were in the competition, that is not the case anymore so the only reason to bring that up again is to get them back into talk. MoD and IAF Chief Naik on the other side stated often that the deal will go only to a single vendor and won't be splitted, which doesn't make sense between Rafale and EF anyway.

No, we are replacing older single role fighters with new multi role fighters, be it LCA, or MMRCA and they all will do A2A and A2G roles, depending on their capabilities:

- LCA in interception/air defence and CAS
- MMRCA in interception/air defence, CAS, deep strikes, SEAD and maritime attack
- MKI/FGFA in air superiority, heavy and deep strikes, SEAD and maritime attack

Perhaps.But the fact remains that the Americans were still coming up with offers even when their main entries to the MMRCA were turned down.It shows that they still wanted to make use of the inside knowledge that the deal might be split to their advantage.

Don't get me wrong,we need the F-35 for the Navy ASAP.The platform shouldn't be an issue if we ask for pilot training by the United States as an Addendum in the contract.
 
Very Good..Split the deal between Eurofighter and F-16..
126 F-16IN and 100 EF will do wonders to our Airforce...
