And it wouldn't be far fetched these are also used to power Chinese military hardware such as tanks, jets, warships, subs, missiles.

Yes but they stopped manufacturing chips a long time ago. All their chip manufacturing is sourced to Chinese manufacturers such as SMIC because low production cost in China.

the question is not its American or not , the chip is a civilian chip and can be bought around the world in numbers from various sources

Because they are cheaper. The more transistors a chip has, the more expensive to manufacture. For military applications they use cheaper slower chips with fewer transistors.
