Thats not how it work. Centre will surely not accept his populist and every loud demand which he has promisrd to people. 15 lakh cctvs? WTF I repeat, even Centre cant do that( Maharashtra govt is installing 6000 cctvs for 1000 crore). 50% Electricity? Centre cant do much about it. And as he has promised about free water, I am sure Haryana wont provide free water for sure. Free wifi in 15 days? let him do that. haha list is long man and these are not even 5% of what he has promised.
Even if the costs come down by 50 percent under Kejriwal’s Delhi government, the CCTV promise alone will cost Delhi around 1,187,50 crore.
And this doesn't take into account- the costs for managing the CCTVs & paying salaries to the policemen who will monitor them.
