- India (meeting with Hurriyat leaders) is actually putting a precondition on Indo-Pak talks, that it can only talk, post its Hurriyat leaders meeting. Technically, the NSA level meet is not yet over but is very likely to be called off by Pakistan.

Let me draw your attention on my article published on this platform, where I claimed that Narendra Modi's Pakistan policy is right on track. I shall again prove this in two parts as below. First being the methodology and then the take aways.
It appears that PM Narendra Modi had planned his Pakistan policy even before his swearing in. He called Nawaz Sharif at his swearing in ceremony, giving a message to the world that India is ready for talks with its hostile neighbor. It scrapped off the foreign secretary level talks just because the Pakistan high commissioner held talks with the rebel Kashmir leaders. Then the next bilateral Prime Ministerial talks took place in Ufa, Russia. Although India claims that the initiation was made by it, it is an open secret that both Russia and China arranged the meet because of the SCO environment. Over there, both elected members held talks and issued a joint statement saying that there would be a DGMO level meeting on the border tension, followed by NSA level talks on terror, especially on 26/11. This was really a master stroke by the Modi-Doval duo.
Back in Pakistan, the real masters realized the trap. They understood that the talks on terror will put Pakistan at the back foot. That's why the Kashmir bogey was re-assigned, ceasefire violations were increased and the terror attacks of Gurudaspur andUdhampur were planned, only with the intention that India should cancel the NSA level meet.
But Modi and Doval are serious people on Pakistan politics. The Congress led opposition with a hallowed mind asked why India should talk with Pakistan, forgetting that the NSA level talks on terrorism are not bilateral talks of India and Pakistan. NSA doesn't have any mandate on political issues! Unless there is a foreign secretary level talk, there is no formal dialogue between India and Pakistan.
Pakistan finally thought that raising the Kashmiri separatist leaders issue may force India to call off the talks. In terror talks between India and Pakistan, India always has the upper hand, as Pakistan has no answer, particularly to India's strong evidences supported by the CIA of the United States.
The ninety minute house arrest of the Kashmiri separatist leaders by India is just an indicator to Pakistan, that if you come to India, you can't meet Kashmiri separatists as they can be arrested by Indian authorities. Thus, either you talk to us or don't talk at all.
Rest here are described the big takeaways in the Modi-Doval strategy. The takeaways are as follows.
1. Kashmir is a bilateral subject but to have bilateral talks, terrorism is the pre-condition than Kashmir. Until now talks were held on Kashmir specific rhetoric and the results were always negative. India is now saying on the global platform that it is ready to talk with Pakistan, but the terrorism issue needs to be solved! Kashmir is now replaced by terrorism. Global polity is more serious on terrorism than Kashmir.
2. This proposed talk may be called off by any side, but future talks will always have a precondition of terror talk first. This has to be globally endorsed.
3. Hurriyat or Kashmiri rebel leaders do not have any further stakes. The claim of usual practice has to end in the Modi era. If Kashmiri leaders have any stake, it would only be the elected leaders of Kashmir. Lok Shabha speaker's rejection to the commonwealth meet by Pakistan is an indication, thatiIf you don't accept an elected speaker of J&K, India doesn't accept even Pakistan.
4. Kashmiri leadership is only to be identified as democratically elected. Leaders like Hurriyat who are not elected, can't be either pushed by a hard core Pakistan or a soft Indian government. It's a Modi led India, which doesn't recognize Pakistan sponsored Kashmiri leaders, who were never elected by Kashmir.
5. Modi took this very seriously. He simply needled Pakistan in his Bangladesh address and his UAE address. I wouldn't be surprised if he again raises Pakistan and terror related issue again in San Francisco.
6. India is always of the opinion that countries have Armies, but Pakistan Army on the other hand has a country. This was proved when the Pakistan Army Chief, Raheel Sharif took a last minute tuition of the elected PM of Pakistan, only to force him to parrot the Army line!
I will not elaborate more at this point, but it is certain that Pakistan is at the back foot in reconciling with the Modi-Doval strategy. But yes, with petty politics and hallowed minds, some of the political parties still may want to try out Pakistan even at the cost of national interests!
Narednra Modi and Ajit Doval are totally aware of internal politics, but the way they are cornering Pakistan, we should salute them!
Finally, is there any point in following an Indo-Pak unsigned strategy for initiating Indo-Pak talks without any substance? Kashmir is rhetoric for both the countries, yet dialogues occur; sane people start asking, what the matter of talk is? Is it the weather? Or the rates of pumpkins in both the states? As both have an uncompromising stand on Kashmir. At least this NSA level talk makes a pre-condition that any Indo-Pak dialogue can only occur after a terror talk and visible results!
Shouldn't we resolute Prime Minister Narendra Modi and Ajit Doval?
