The Commission of Inquiry on Enforced Disappearances (CIED) has recommended filing criminal cases against some 117 serving officials of law enforcement agencies allegedly involved in missing persons cases.
Officials familiar with the development told The Express Tribune on Tuesday that these officials are currently serving in the police, Frontier Constabulary, Frontier Corps, Intelligence Bureau and Inter Services Intelligence. Justice (retd) Javed Iqbal is heading the commission which is currently dealing with some 757 pending cases of missing persons.
The commission in its final report, which comprised 400 pages, has directed the interior and defence ministries to lodge criminal cases against some 117 officials of secret agencies, police and FC, said a senior official associated with the CIED. Around 415 of the 1,172 cases were disposed of by the commission, while the remaining 757 cases are still pending with the CIED.
The official added that it seemed difficult for the CIED to proceed with the rest of the cases due to the unavailability of evidence.
Sharing a few details of the proposed report that is likely to be submitted to Prime Minister Nawaz Sharif soon, an official told The Express Tribune on condition of anonymity that the commission recommended immediate arrest of close to a dozen senior serving military officials allegedly involved in the cases of enforced disappearances.
Acting on the recommendations of Deputy Inspector General Police, Feroz Shah, the CIED suggested arresting serving brigadiers, majors, a subedar and two Ghaza Band Scouts, he added. It advised the arrest of Brigadier Aurangzeb Bangash for the alleged abduction of Abdul Malik in Noshki and Brigadier Naeem for the alleged abduction of Abdul Ghafoor Mengal in Khuzdar city, both in Balochistan.
Similarly, the CIED recommended the arrest of Major Bilal and Major Asfand Yar at Levies headquarters in Pishin for the abduction of Teela Muhammad. It also suggested the arrest of Major Moheen for the abduction of Ali Hasan from Wadh, Khuzdar, Major Saif for the abduction of Takari Abdul Wahid and Dad Muhammad of Dasht Marow.
It also sought the arrest of Subedar Momin Khan for the abduction of Shams Baloch from Sariab road in Quetta and Abdul Waheed alias Multani, Syed Rasool and Logeri of the 73 Wing of Ghaza Band Scouts, Quetta for their involvement in enforced disappearances.
Furthermore, it recommended the arrest of six FC officials who were wanted in abduction cases.
Registrar CIED, Parvez Ahmed, confirmed to The Express Tribune that the commission has recommended filing the cases against serving officials of law enforcement agencies. He, however, said: I cannot tell the exact number but it is true that the CIED recommended filing of cases against law enforcement agencies officials.
