Actually , they do have militia but most of them are only visible in Syria , you know Assad is priority for them.

whom filled the ranks of ISIS in Afghanistan? and the answer is Talibans..
I believe that if they eliminate root cause of all insurgency will ultimately decrease the jihadi mentality among masses.
