Brother, its just a question of will. The side most motivated/focus, "if trained and equiped to" will get the edge tacticaly. That will make the difrence Strategically.
Local examples:
Pakistan in the opening of Kashmir campaign 1948

Today the Chineese are bold, maybe tomorow it can change due to politics.
