NEW DELHI: Defence minister Manohar Parrikar is now headed for South Korea with a top-level delegation to discuss ways to bolster bilateral defence cooperation, ranging from military exchanges to joint R&D projects.

The four-day visit beginning on Wednesday comes in the backdrop of India late last year scrapping the long-pending deal for South Korean mine countermeasure vessels (MCMVs), which are used to detect and destroy enemy mines, due to allegations of agents having vitiated the selection process.

Interestingly, Parrikar will also visit Kangnam Shipyard, which was involved in the negotiations. Under the now-scrapped project, two MCMVs and transfer of technology were to be acquired from Kangnam in a deal worth Rs 2,700 crore, with Goa Shipyard (GSL) building another six such vessels for over Rs 6,000 crore.

The defence acquisitions council, chaired by Parrikar in February, cleared a fresh Rs 32,000 crore project for 12 MCMVs, which will all be built by Goa Shipyard after it selects a foreign collaborator through a fresh tender.

Defence Minister Arrives in South Korea

The Defence Minister of India (RM) Shri Manohar Parrikar arrived in Seoul today on his first official visit to South Korea. The Minister is accompanied by the Defence Secretary and senior Indian military and civilian officials from the Ministry of Defence and an Indian Defence industry delegation.

During this three-day visit to RoK, RM will co-chair the India-RoK Defence Ministerial meeting with his Korean counterpart Gen. Han Min-Koo on 17 April. They will hold extensive discussions on the entire gamut of the bilateral defence relationship and regional and global issues of mutual interest, and will in particular identify ways to upgrade the Defence relationship.

RM will also meet the Chairman of the Joint Chiefs of Staff, Admiral Choi Yun-hee, Minister Chang Myoung-Jin of the Korean Defence Acquisition Program Administration and National Security Adviser, Kim Kwan-Jin.

Visit of Defence Minister to the Republic of Korea (April 15-18, 2015)

Today, on the first day of his official visit to Seoul, Defence Minister Shri Manohar Parrikar began the day at a solemn ceremony to pay homage to martyrs of Korea’s independence movement and the Korean War at the National Cemetery. He also recalled the role of the Indian Army in providing medical assistance and repatriation of prisoners during the War.

Later in the day, Defence Minister visited Korea’s ninth largest corporation, Hanwha. In its 63 year history, this firm has become a Korean leader in ordnance, fuzes, precision guided systems, sensors and aerospace. In the detailed site visit facilitated by Hanwha President Shim, RM invited Hanwha to participate in the Make in India programme, taking into account the enormous opportunities for mutually beneficial business.

Later in the evening, in Seoul, Shri Manohar Parrikar addressed an India-Korea Defence Industry Forum arranged by the Embassy in association with the Indian Chamber of Commerce in Korea (ICCK). Senior representatives of 10 Indian defence firms interacted with senior representatives of the Korean Defence Acquisition and Program Administration (DAPA), Korean Defence Industries Association, and over 15 leading Korean defence industries. Defence Minister highlighted that the defence industry in India would be likely to see $250 bn worth of business over the next decade as India modernized its defence systems and industries. After outlining the policy changes being brought forward by the Government of Prime Minister Modi to facilitate investment in the defence sector, Shri Manohar Parrikar said that the time had come for Korean defence firms to take advantage of the high brand value enjoyed by Korean-made products in India, and to enter the defence market as partners for the long-term. In the presentations, it was also noted that the ongoing internal process of further streamlining India’s defence procurement policies would be completed in less than three months.

After presentations by Defence Minister and his delegation, detailed presentations were made regarding business opportunities for Korean defence firms by senior management of Indian defence firms including Goa Shipyards Ltd., Bharat Electronics Ltd., Mahindra Defence, L&T Ltd. and Tata Power SED.

Finally, Shri Parrikar met the top management of Hyundai Heavy Industries and invited them to become strategic partners for India’s defence and commercial shipping sectors.

On 17 April, Shri Manohar Parrikar will co-chair the India-RoK Defence Ministerial meeting with his Korean counterpart, Gen. Han Min-Koo. Defence Minister will also meet the RoK Chairman of the Joint Chiefs of Staff, the Minister of DAPA and the NSA of the RoK, Gen Kim Kwan-Jin.

The vessel is expected to be rolled out from its facility in South Korea in 2022

The strategic partnership to be finalised between leading shipbuilder Hyundai Heavy Industries Co. Ltd of South Korea and Hindustan Shipyard Limited, the Visakhapatnam-based Ministry of Defence Undertaking, will see construction of Fleet Support Ships for the Indian Navy in both the countries.

The agreement is expected to be inked in mid-2018. Talks are in progress between the MoD and its counterpart in South Korea.

Prime Minister Narendra Modi had visited Hyundai in May 2015 during which the issue of mutual cooperation was discussed.

HSL Chairman and Managing Director Rear Admiral L.V. Sarat Babu said on Wednesday that the first ship was expected to roll out in October 2022 from the Hyundai facility in South Korea. Simultaneously, the construction of another FSS would start at HSL with the expert guidance of Hyundai.

“Our plan is to roll out one FSS every 10 months after the delivery of the first vessel from Hyundai,” the CMD told The Hindu.

Such ships are used for replenishment of manpower, weapons, and provisions from one vessel to another.

Total cost

The total cost of the five FSS would be around ₹9,500 crore, he said. A discussion was held between India and South Korea on the course ahead last month. Timelines and strategies would be finalised shortly. The MoD agreed to place the order for FSS on HSL on nomination basis.

Mini submarines

The process of refilling the request for proposal (RFP) on two Special Operational Vessels is now in process.

Rear Admiral Sarat Babu said they would get an order for two SOVs on nomination basis. The value of the order for both the vessels would be around ₹2,500 crore.

SOVs are also known as mini submarines or midgets. The construction of SOVs involves complex technology.

For HSL, it would not be a difficult task as it has proven experience in submarine retrofitting of INS Sindhukirti and other submarines of the Indian Navy.

Now, it has undertaken the contract for retrofitting of INS Sindhuvir.

The refit of Russia-made INS Sindhuvir, an EKM Class submarine, will be completed in 27 months at a cost of ₹500 crore.

Visit of Commerce and Industry Minister, Shri Suresh Prabhu to Republic of Korea from September 21-23, 2017

The Minister for Commerce and Industry, Shri Suresh Prabhu arrived in the Republic of Korea on September 21, to participate in the 7th Asia-Europe (ASEM) Economic Ministers meeting and the 3rd Joint Ministerial Review of the India-Korea Comprehensive Economic Partnership Agreement (CEPA). This is just the second visit of the Minister after he assumed his current Ministerial charge.

On September 22, at the 7th ASEM meeting, Shri Prabhu reiterated India's commitment to promoting free and fair world trade, while emphasizing the challenges that lay ahead in ensuring free and fair trade as embodied in the WTO. He commended ASEM for addressing global issues of common interest in the spirit of mutual respect and equal partnership. The Minister also underlined the emergence of India as one of the world's leading investment destination.

On the sidelines of this meeting, the Commerce and Industry Minister had productive meetings with the Minister of State for Economy and Finance of France, Mr. Benjamin Griveaux; the State Secretary of the Ministry of Trade, Industry and Fisheries of Norway, Ms Dilek Ayhan; the State Secretary for Trade, Ministry of Foreign Affairs of Denmark, Ms Susanne Hyldelund, and the DG of the Ministry of Industry & Economy of Spain, Mr. Jose Louis Kaiser Moreiras.

Later in the day the Minister met, the Chairman of Korea's ruling Democratic Party, Ms. ChooMi-ae and discussed the rapid progress in bilateral ties since the inauguration of President Moon Jae-in's administration in May 2017. Ms. Choo highlighted the importance attached by President Moon to the bilateral relationship with India and his commitment to elevate it to the next level. Calling India a shining star in the global economy, Ms. Choo noted that the "elephant was out performing the dragon". Later, Shri Prabhu met the Chairman and CEO of Korea's most influential media house, the Chosun Ilbo, Mr. Bang Sang-hoon to discuss bilateral economic ties, and to consider hosting the next India-Korea Business Summit at an early date, focusing on sectors which would energize the bilateral trade relationship.

Earlier, on September 21, the Minister for Commerce and Industry met the senior leadership of top Korean industries, including Samsung, Kia motors, Lotte, Kumho-Asiana, Hyundai Electric, Posco, LS Group, Toray Chemicals, CJ Logistics and Tongyang Moolsang. In a detailed exchange of views with these businesses, and the Federation of Korean Industries, issues and prospects for more business cooperation were discussed. Attendees represented a cross section of Korean businesses already operating in or interested in expanding their operations in India.

The Vice President said that India is a peace-loving country and we want to have good cordial relations with all its neighbours. The Vice President said that India and Korea are natural partners as both have civilization linkages and deep people-to-people bonds, which are the strength of relationship of both countries. He further said that there were many Parliamentary level visits and exchanges and this present visit will give further momentum to parliamentary exchanges between both nations. Age old linkage – Indian Princess Suriratna from AYUT Kingdom married Korean King Kim Suro (who established Gaya Dynasty in 78 A.D.) – more popular in Korea and a memorial of Princess at Ayodhya, UP is planned, he added.

The Vice President said that we wish to expand our cooperation with Korea in Defence and Strategic areas and we should proceed for BROAD BASED STRATEGIC PARTNERSHIP. He expressed happiness over the Korean President’s efforts to resolve North Korean nuclear issue through Dialogue and Engagement – North Korea has participated in Winter Olympics which is a good sign. We support efforts to bring peace and stability on Korean Peninsula through dialogue and diplomacy, he added.

Shri Nitin Gadkari, Union Minister of Shipping, Road Transport & Highways and Water Resources, River Development & Ganga Rejuvenationwill be on an official visit to the Republic of Koreafrom 9 April 2018.

During the 4 day visit, Shri Gadkari will focus on taking forward the bilateral cooperation between India andKorea in shipping, ports, inland waterways, highways, river interlinking and infrastructure sectors. An Undertaking on Mutual Recognition of Certificate of Competency of sea-farers will be signed during the visit.

Known for maritime technology prowess, Republic of Korea had partnered with the Ministry of Shipping in the Maritime India Summit held in Mumbai during April 2016. This visit will further promote the bilateral cooperation. Shri Gadkari will visit Samsung Heavy industries, Busan Port, National Transport Information Centre in Seoul, and address a business forum on the maritime sector and also a seminar on India- Korea Infrastructure Corporation Forum. An interaction with financial institutions and investors is also scheduled.

The Minister will meet his counterpart, Minister of Ocean & Fisheries and Minister for Land, Infrastructure & Transport and interact with the captainsof RoK trade and industry.

India and RoKhave an institutional framework for cooperation through the memorandum of understanding (MoU)for cooperation and mutual assistance to facilitate development of ports, port-related industries and maritime relationship.

The visit of Shri Gadkari is aimed at strengthening ties between the two nations and further cementing cooperation in areas including sharing of technology, experience in port development and operation and joint participation in port-related construction, building andengineering projects of mutual interest amongst others.

Before leaving for Seoul, Shri Gadkari said, “Mutual Recognition of Certificate of Competency of sea-farers is an important step for both countries. Signing of the Undertaking will pave the way for recognition of maritime education and training, certificates of competency, endorsements, training documentary evidence and medical fitness certificates for seafarers issued by the Government of both the countries.”

He said thatthe undertaking with the Republic of Korea for mutual recognition of Certificate of Competency (CoC) will be beneficial to both the countries as Korea is a large ship owning nation while India is a large seafaring nation with around 1,54,349 Indian seafarers. This agreement will facilitate Indian seafarers to work on Korean ships as there is requirement of seafarers on their ships. Korean entities as of now own more than 500 foreign going ships.

“ This will lead to increase in the employment opportunity for Indian seafarers”, the Minister added.

Shri Gadkari said, “we are looking to have partnership in the field of ship building, smart transportation system, water conservation &recycling, eco-friendly energy system for marine industries and technology to develop our rivers to drive economic growth”.

FICCI is partnering to organize a coinciding visit of a business delegation from India comprising of firms with business interests in Maritime, Highways and infrastructure sectors.
