Maharashtra to expand scheme for madrasas

The Maharahstra government has made the teaching of English, Maths, Science and Social Science mandatory in all madrasas that seek grants from the State.

While the scheme has been in operation from last year, the government has now decided to cover the remaining around 1,300 madrasas.

“The government is committed to the development of Muslims in the State and we have decided to expand the scheme base to ensure that quality education reaches Muslim students,” said Minority Affairs Minister Eknath Khadse. He said it was an effort to modernise the madrasas.

As per the scheme, every year, each madrasa will get Rs. 2 lakh to develop infrastructure and Rs. 3 lakh for salaries of teachers. In addition, Rs. 50,000 will be given for the purchase books for the library. The organisation that runs the madrasa will also have to appoint three teachers with adequate educational qualifications to teach students.

Out of 1,889 madrasas in the State, around 537 have agreed to be a part of the scheme. “We want to increase this number. Still a large chunk of Muslim students is away from these benefits,” said Mr. Khadse.

Multi-sector development
In an effort to upgrade cities with large minority populations, the State announced the ‘Multi Sector Development Programme’ to be implemented with the help of the Centre.

1300 of these Madarasas still refuse to teach maths and science??

The All India Ulema Council had accepted the government grants without any strings.

“We will call a meeting soon and chalk out our future strategy in view of the government’s fresh decision pertaining to the grants,” an official of the religious body said.

According to city-based academic Abdul Rashid, modern education will help Muslim children secure good jobs.

“It will also help the students broaden their horizon and perspective,” he said.

“We have taken the decision in accordance with the madrasas’ modernisation plan. We will allow appointment of three teachers with BEd qualification for these subjects. The madrasas will have the right to appoint a teacher of their choice,” Khadse said.

Maharashtra Madrasas to Teach Four Subjects Other Than Religious Ones | Jun 11,2015

According to him, Madrasas currently get Rs 2 lakh as financial aid from the state government, and that they will continue to get the basic aid even if they do not teach the 4 subjects.

"Under the multi sector development program of the Centre that will start from this year, Madrasas were to get Rs 3 lakh for their modernisation and Rs 50,000 for book purchase in addition to the Rs 2 lakh the government already gives. If Madrasas do not teach the 4 subjects, they will not get this money," Khadse said.

They have to teach science + Math to get this money ;)

Madrasas currently get Rs 2 lakh as financial aid from the state government, and that they will continue to get the basic aid even if they do not teach the 4 subjects.:)

Children in Madarsas

The State Government of Maharashtra has informed that a survey of out of school children across the State was conducted on 4th July, 2015. The State Government has further reported that as per the Right to Free and Compulsory Education (RTE) Act, 2009 every child of the age 6-14 should be enrolled in a school and that a school must give education to students according to syllabus prepared by the Academic Authority declared by the Government. The State Government has also stated that education in any school which is not teaching as per the curriculum prepared by the Academic Authority of the State (i.e Maharashtra State Council for Educational Research & Training, Pune) is considered as informal education, therefore children enrolled in those schools should be treated as Out of School Children.

Section 2(n) of the RTE Act, 2009 defines a ‘school’ as any recognized school imparting elementary education and includes-

(i) a school established, owned or controlled by the appropriate Government or a local authority;

(ii) aided school receiving aid or grant to meet whole or part of its expenses from the appropriate Government or the local authority;

(iii) a school belonging to specified category; and

(iv) unaided school not receiving any kind of aid or grants to meet its expenses from the appropriate Government or the local authority.

This information was given by Union Minister of Human Resource Development Smt. Smriti Irani in a written reply to the Rajya Sabha Question today.

On August 11, the Madhya Pradesh Madarsa Board had ordered all 256 madrasas in the state to unfurl the national flag and recite the national anthem on August 15.

The Madrasa Board later directed the youth to follow the order, record the video, click pictures of the event and send it to the chairman of the board.

The board has also asked the students to take out a ` Tiranga rally` on the day.

Adding to the order, the chairman of the MP Madrasa Board, Syed Imad Uddin, told ANI that it`s a routine order to celebrate the I-Day.

"It is a routine order to celebrate the I-Day and when the national flag is unfurled, the national anthem will also be sung," he said.

"Jo sachha Islam ka manne wala hai, usse lazmi taur se watan se mohabbat karna hai. (A true believer and follower of Islam will have to anyway love his/her nation)," he added.

Earlier in the week, the UP MSP issued a circular in this regard and asked all madrasas affiliated to it to comply with its orders.

The circular states that along with photographs, videos of the programmes must be shot as well.

According to the circular, the flag hoisting and recitation of the National Anthem will take place at 8 am After that, homage will be paid to the soldiers and martyrs of the freedom struggle.

MP Muslim Vikas Parishad president Mohd Mahir voiced his protest, asking why such a practice should be enforced on madrasas when it is not present even at government schools.

Madrasas in Madhya Pradesh will soon have to hoist the Tricolour every day, school education minister Vijay Shah announced on Friday. He was speaking at the Madrasa Shiksha Sammelan in the presence of chief minister Shivraj Singh Chouhan.

Earlier, the Madrasa Board in Madhya Pradesh had ordered all the institutions in its jurisdiction to celebrate Independence Day and send photographs of the occasion across to it. There are 2,575 madrasas in the state, with an enrolment of 2.88 lakh students.

Reacting sharply, the state Congress said the BJP government should order madrasas to hoist the national flag every day only after the RSS headquarters at Nagpur and state BJP office in Madhya Pradesh start doing so first.

MP Muslim Vikas Parishad president Mohd Mahir also voiced his protest, asking why such a practice should be enforced on madrasas when it is not present even at government schools. “I fail to understand why the state government keeps asking the Muslim community to prove its patriotism,” he said. “Muslims are citizens of the country. They take part in the election process. They cast votes. They contest elections. They pay taxes. They do everything a citizen of the country should do. But orders like these are issued to create divisions in society.”

Speaking at the event, Chouhan said modern education should be imparted along with religious training at madrasas to ensure that its students turn into “good human beings”. “Children need to be skilled in today’s times,” he added.

Madrasa Board chairman Sayyed Imadduddin said the institutions would be trained in the do’s and don’ts of hoisting the Tricolour before the order is implemented. No date has been fixed in this regard till now, he added.

A delegation of Malaysian NGO “PINTA” calls on Shri Mukhtar Abbas Naqvi

Union Minister for Minority Affairs, Shri Mukhtar Abbas Naqvi today said here that India is becoming a “Hub” of accessible and quality education where youths from across the world are coming for educational activities.


During meeting with a 7-member delegation of “PINTA”, an NGO working in education field in Malaysia, at Antyodaya Bhawan, New Delhi, Shri Naqvi said that the number of students coming to India from other countries for educational activities has been increased significantly during that last three years of the NDA Government.


Shri Naqvi said that education is the centre point of empowerment and Prime Minister Shri Narendra Modi-led Government is working with commitment to provide accessible and quality education to every section of the society including Minorities.


The delegation of “PINTA” discussed with Shri Naqvi, various programmes being run by Minority Affairs Ministry for educational empowerment of Minorities.


Shri Naqvi informed the delegation about various schemes being run by the Central Government aimed at educational empowerment and employment-oriented skill development of Minorities such as “3Ts- Teacher, Tiffin & Toilet”, Garib Nawaz Skill Development Programme, Begum Hazrat Mahal Girl Scholarship and others.


Shri Naqvi said that a large number of Madrasas have been connected with “3Ts” and have been included into modern and mainstream education system.


During the meeting, senior officials of Minority Affairs Ministry, Maulana Azad Education Foundation Secretary, foundation’s members and other intellectuals were also present.


The delegation from Malaysia lauded the schemes being run by Minority Affairs Ministry for empowerment of all Minorities. It also appreciated the Ministry’s effective initiatives to connect the Madrasas with modern and mainstream education system.
