The Maharashtra government has said that the children studying in madrasas (Islamic educational institutes) qualify as "out-of-school" and the state education department will conduct a one-day general survey on Saturday to identify these these students.

The government has also said that the madrasas which do not teach primary subjects such as English, Maths and Science would be considered as 'non-schools'.

"Those schools which do not follow the curriculum approved by the state government, will not be recognised as schools," said Minister of State for Social Justice Dilip Kamble on Thursday. "Therefore, children studying in madrasas or in any other institutions based only on religious studies will not be counted among school students."

A public interest litigation challenging this survey has been filed at the Bombay High Court, but the Nagpur bench of the HC yesterday refused to pass an interim order over the survey. According to the PIL, students pursuing open and non-formal education should not be considered "out-of-school". The PIL has also said that the state education department plans to ink fingers of the children during the survey, which is a violation of children's rights, it said.

Even though the survey was announced earlier in May and Muslim leaders were informed about it last month, they were not told that students going to madrasas would be counted among the "out-of-school" children, they alleged.

The move by the state BJP government has found stiff opposition from Congress, which had announced scholarships for students in madrasas last year. "Madrasas give religious education and many students from madrasas have later studied at secular institutions and went on to crack civil services exam. They should not be considered out of school," said Congress MLA Amin Patel.

According to 2013 data provided by the state directorate of minorities, 1.48 lakh students were enrolled in 1,889 madrasas in Maharashtra.

Goodjob Indian govt.

Most Madrassas are a joke in name of School, they spread hatred and venom among the students .

Pakistan should also ban such Madrassas.

The question here is whether RSS/Hindu extremist dominated Maharasta has an ulterior motive here? Secularizing Muslims for example, when themselves are getting more militant/extremist by the day.

Understanding the motive is crucial before supporting such a move. Madrassas provide free education, food and lodging. Will the Maharstra govt take care of these? Madrassa education molds pupils into good human beings discarding greed and material well being. He will not tell lies, steal or take money out to the Swiss Bank.

There is no ulterior motive...... Those students can continue studying in madrassah's and normal schools simultaneously, that is if they want proper education...... If they are ok with those religious studies it is fine..... But they will called uneducated.......

Free education is fine....But what is been educated is more important..... No science, No maths.........

With the education in madrassas he/she won't have a bank let alone a swiss bank account. So why teach them just not to steal? when you could be teaching them how to make money and progress at the same time?
I say despite all the good cause being taunted to by Madrassas, India should not consider these schools as 'schools' but extra activity. These poor Madrassas are the same line as Christian NGO in Africa, saying there doing good and helping the poor which is true but they do it to spread their religion, take the religion preaching out and most well, they won't bother providing for the poor. Not to say all Madrassas are the same, but the poor ones are the worst. A government school where the teachers are absent half the time is better than a Madrassa were teachers are there all the time but don't know how to teach Math, Science and the arts.

TOL is sort of School where People learn Hindu Sastras and such..

I'm posting someone's post from another forum...

I put here a small portion of the report of Sanskrit Commission, 1956, chaired by Prof. Suniti Kumar Chatterjee, for your records.

In Bengal, there was a large number of Tols, about 1,320, of which 652 were in a better condition, while among the rest, there were some getting a pittance of a monthly allowance varying between Rs. 15 and Rs. 25. The Government (of old:, Bengal and new West Bengal) appointed three Committees to report on Tol education, in

1923-26, in 1936, and in 1948. As a result of the recommendations of the last mentioned Committee, which the Government has accepted, grant-in-aid to Tols is increased, stipends and scholarships for students are introduced, and a few select traditional institutions are up-graded with higher salaries for staff, additional sections, research Chairs, facilities for publication, etc. The examinations for the Tols are conducted by the Vangiya Sanskrita Siksha Parishad and they comprise three grades, Pravesika, Madhya and Tirtha. Veda, Sahitya and Vyakarana, the six Darsanas, Arthasastra, Jaina, Bauddha, Saiva and Vaisnava Darsanas, Itihasa-Purana, Karmakanda, Jyotisa and Ayurveda are provided for. We visited two up-graded Sanskrit institutions, the Sanskrit College at Navadwip, the famous centre of Navya-Nyaya and Dharma Sastra, and the Government Sanskrit College and Research Department in Calcutta. The Calcutta Sanskrit College is made accessible to the University Sanskrit students also. We were particularly pleased to see the Research Department which the Government of West Bengal has added to the old Sanskrit College at Calcutta. In it there are fullfledged Chairs for research in Veda, Classical Sanskrit, Indian Philosophy, and Smriti and Purana. The difficulty of getting the right type of students, the lack of adequate research facilities, and the delay in the publication of the research work already done are, of course, not quite absent there; but this is really the kind of step which will help to revitalise the higher type of traditional Pathasalas. The total amount spent on traditional Sanskrit Education by the West Bengal Government, including the contributions of District Boards and Municipalities, is about Rs. 4 lakhs.
