ISLAMABAD: The government corporations Tuesday came up with unique appeal before the sub-committee of the Public Accounts Committee (PAC) requesting it to persuade the government to buy anti-tank guns and to give them preference in government contracts to improve their balance sheets.



The Pakistan Machine Tools Factory officials told the sub-committee of the PAC that they had manufactured 200 anti-tank RR 106 rifles and some of these rifles were sold to police and rangers, but army did not show interest in them.



While 80 of these were sold to police and Rangers, but now they refuse to buy more these rifles, the meeting was told. Meeting of the sub-committee of PAC was held at the Parliament Lodges with its Chairman Shafqat Mehmood in the chair.



While the Heavy Mechanical Complex complained to the committee that though all the rules and regulations of the government imply on them yet the government did not give preference for the contracts to it.



“There are still 120 anti-tank RR 106 rifles worth Rs500 million in the stock but no one is buying these guns so we request PAC to use the forum for their sale,” Managing Director Ahmed told the sub-committee of PAC.



But the committee members in a lighter tone remarked that, “Why not you people contact the Taliban for selling of these guns” and these remarks of the members of the committee burst into big laughter in the meeting.



The officials of the Pakistan Machine Tools Factory told the committee that the Factory deals with the defence equipments, but it was confronting losses since 2009 as even Sri Lanka which was major buyer of the defence equipments was no more importing defence equipment from us.



The audit officials told the committee that these anti-tank guns were manufactured without any demand from any department.During the examining of audit paras of Heavy Electrical Complex, it was informed to the committee that the Heavy Mechanical Complex has developed new transformers which help to control the line losses, and a device is fitted in them as if a technical fault occurred in it then an immediate SMS is sent to incharge.



The MD of Heavy Electrical Complex Fazeel Ahmed told the committee that they are scheduled to give briefing on these transformers to the Peshawar Electricity Supply Corporation and if these transformers are sold then the company would go in profit from loss.



“These transformers were better than Chinese manufactured transformers,” the officials of the Heavy Electrical Complex said.However, the audit officials told the committee that these transformers were also manufactured without any market demand.



The MD of the Heavy Mechanical Complex Ashraf Butt told the sub-committee of PAC that all the rules and regulations were applied on the company but the government did not give any contract. “We basically support the defence system and also work for the SPD,” Ashraf told the committee.



The officials told the committee that the couple of years back the government has approved up-gradation plan for the complex. “We are specialized in sugar plants and we have developed high pressure boilers for the sugar plants,” the MD told the committee.



To a question of the committee, the officials of the Heavy Mechanical Complex said the total annual sale of the complex is Rs2.5 billion and it earned minimal profit of Rs30 million. In the meanwhile, the additional secretary Ministry of Industries, Production and Special initiatives told the committee that 24 units of the ministry which were on the list for the privatization were going in the losses.
