It's there to make sure that state of the art facilities are available to nourish and nurture local talent and integrate them to a bigger national network.

On topic, all of South Asia seems to be doing rather poorly in athletics overall, so the malaise is pretty widespread for reasons unknown.
Lack of infrastructure seems to be common focusing on athletics in the said region.
