It's there to make sure that state of the art facilities are available to nourish and nurture local talent and integrate them to a bigger national network.

Generals, judges, et al. Upon retirement it seems they all magically develop a huge decades long competency in something they’ve never worked with, out of thin air. And they somehow end up heading these organisations, collecting government salaries while underperforming in their duties.

I work in finance, that’s my competency. I don’t deserve to be even in middle management guy in a government run health agency, or sports and olympics agency, or space agency etc. Doesn’t matter how good I was at my job, my skill set here is irrelevant.

this is one reason i am strictly against military officers role in civilian departments .... mostly politicians and other businessmen use offers of appointments on different position after retirements as a bribe to judges, general and other civil service people to get their agendas done ... there should be a law to prohibit such appointments but sadly it will never happened in any near future .....
