It's a "spare parts" boneyard. For instance in the foreground there are F4 Phantoms. The Phantom production line closed decades ago. Yet it is still used by countries like Turkey, Israel, Japan, Korea, and Greece (yes and Iran). When they need some parts somebody goes out to the boneyard and gets it for them.

Plus when times are quiet and there's no Russian Mig's to shoot down we can grab some and turn them into unmanned drones and use them for live shooting practice.

Same with tanks. If there's no t-72's to fill with A10 bullets we can pull some of our old tanks instead.
