This is unacceptable as people should be able to elect representative municipal level. Until the new system is agreed by all sides the current local bodies system should continue. Why didn't they extend the mandate of previous elected members until the new system was in place. You cannot keep on postponing elections. This will only result in more political mistrust especially in Karachi.

ISLAMABAD – The ruling Pakistan People’s Party as well as the other major political players on the national political scene are still undecided on the future of the Local Bodies system and as all the parties wanted to swing the things in their favour so it is most likely that the elections at this primary tier of governance will be delayed till early next year.
Sources monitoring the developments on this front informed that Pakistan People’s Party wanted to revert back to old Local Bodies system, which was changed with district and tehsil government system by Gen Pervez Musharraf under devolution of power plan. But they were under tremendous pressure from Muttahida Qaumi Movement, their key ally in Sindh Government, which wanted continuation of the District Government System in the province in the light of their success story in the port city of Karachi.
On the other hand, the PPP Sindh Chapter was not in favour of the District Government System and wanted reversion to the old Local Bodies system and it was due to this difference of opinion between the two coalition partners that the core committee comprising leaders of both the parties could not thrash out the differences on the issue in the past several meetings.
The only achievement secured by PPP-MQM core committee was that they had agreed on the issue of appointment of administrators in place of district and tehsil nazims.
The picture was not either encouraging in Punjab where PPP was running a coalition government with Pakistan Muslim League (Nawaz) and the matter was still in limbo as both the parties had failed to come up with something concrete on the fate of Local Bodies.
