One of the things that makes our cities and towns unsightly is the fact that many people do not paint the exterior walls of their properties. The reason is assumed to be a lack of funds - that they have just enough money to put up the walls and roofs, but not for the exterior finishes. But the real problem is a general apathy that has become part of our culture.
In many municipalities (outside of Pakistan), there are laws and by-laws that place fines on property owners who leave their exterior walls unfinished or structures incomplete. I do not know if there are such laws in Pakistan. But if a municipal government does create such laws, and/or enforces them, it would make a big difference in the appearance of that town/city.
Here is how it could be done:

Here is how it could be done:
- Pass/enforce laws that makes it mandatory for all owners to paint the exterior walls of their properties. This would include a grace period for compliance, and punitive measures (fines) for non-compliance
- Offer tax credits or some sort of incentive to paint stores/vendors, so that the price of white paint is reduced. This would lower the financial burden on property owners, as well as the municipality. Of course, property owners could always choose to purchase other types of paints at regular prices.
- Ensure compliance through regular checks, which would be relatively easy, as it would essentially entail driving around town.
