One of the things that makes our cities and towns unsightly is the fact that many people do not paint the exterior walls of their properties. The reason is assumed to be a lack of funds - that they have just enough money to put up the walls and roofs, but not for the exterior finishes. But the real problem is a general apathy that has become part of our culture.

In many municipalities (outside of Pakistan), there are laws and by-laws that place fines on property owners who leave their exterior walls unfinished or structures incomplete. I do not know if there are such laws in Pakistan. But if a municipal government does create such laws, and/or enforces them, it would make a big difference in the appearance of that town/city.

Here is how it could be done:
  • Pass/enforce laws that makes it mandatory for all owners to paint the exterior walls of their properties. This would include a grace period for compliance, and punitive measures (fines) for non-compliance
  • Offer tax credits or some sort of incentive to paint stores/vendors, so that the price of white paint is reduced. This would lower the financial burden on property owners, as well as the municipality. Of course, property owners could always choose to purchase other types of paints at regular prices.
  • Ensure compliance through regular checks, which would be relatively easy, as it would essentially entail driving around town.
Assuming there is political will (and that's a big if), could this work? Have you heard of a similar plan having been successfully implemented?

If applied on a national scale, this will create a revolution in the paint manufacturing industry and provide thousands of jobs.

It will definitely create thousands of jobs for day labourers, and increase demand for paint, which in turn will create manufacturing jobs.

The other benefit would be psychological. A city that looks bright and beautiful can have a positive effect on the mood of its inhabitants.

The general impression visitors and tourists hold of our cities would also improve, which would also have other benefits.

Yes, hundreds of such initiatives could generate millions of inward jobs even without foriegn investment. Here in Perth, they even hire people to just stand and hold road closure and diversion signs.

The trend is due to Builders suggesting to the owners of property to only pain the front side and this trend has gone at national level creating a image of half *** completed houses because when you look at any home it looks uncompleted due to missing Paint

a) We don't have Nighborhood level Law enforcer who give out tickets to Property owners for lack of maintenance
b) Condo buildings owners should be asked to pain their building once every 10 years
c) All sides of building should be painted

Thousand of Jobs can be created in Property Maintenance Sector
a) Painters for Property
b) Professional Gardening Companies
c) Paint Manufacturing companies (Local ) can also experience growth
d) Municipality Officers/Clerks who makes a round in neighborhood and issues tickets

Old homes but maintained

Instead of painting and maintaining people now put banners on the buildings

A common sight unpainted structure
and usually also a tripple story , obviously unauthorized triple story

In all these cases , a fine should have been issued , to leave the properly in unmanaged state

a) Un painted
b) No 2-3 Tree Adoption by the building owner fine
c) Most likely no Permit for Tripple story

This is not Government's Job this is just Bad habbits from the Property Owner which are not punished by Government with Fines
