Pakistan to get costliest LNG in February 2021

PLL gets all-time highest bid at 32.48% of Brent to secure cargoes

Pakistan LNG Limited (PLL) has received all-time highest bid at 32.48% of Brent to secure cargoes for the month of February.
Pakistan has to purchase the costliest liquefied natural gas (LNG) in February 2021 at 32.48% of Brent with a 31-day gap between tender opening and advertisement.

PLL invited bids from international suppliers for the supply of two LNG cargoes on delivered ex-ship (DES) basis at Port Qasim, Karachi. The advertisement was given on November 28, 2020 for two cargoes for February 2021.
Extremely high bids were received for two LNG cargoes for slots of February 15-16, 2021, February 23-24 from four LNG suppliers.

Earlier, for the month of January, Qatar Petroleum had emerged for the first time and offered the lowest bids of up to over 17% of Brent, forcing Pakistan to purchase the cargoes at a higher cost. Qatar Petroleum has offered the LNG cargo at 17.3203% of Brent for January 20-21, at 17.3207% of Brent for January 26-27 and at 15.3209% of Brent for January 29-February 1. Qatar Petroleum outpaced the LNG trading companies by a big margin.
Bow, Socar has offered bids at 23.4331% of Brent for the slot of February 15-16, 2021 and 22.1142% of Brent for the slot of February 23-24.

Trafigura offered bids for two slots of February 15-16 at 32.4888% of Brent and for February 23-24 at 25.9777% of Brent.
Trafigura, which was willing to covert Pakistan Muslim League-Nawaz’s (PML-N) LNG contracts to a fixed rate between $3.7 to $4.7 has now bid 32% lowest bid, which is about twice the long-term price obtained by PML-N.

Gunvor quoted 25.5666% of Brent for slot of February 15-16 and 23.5666% of Brent for February 23-24. Emirate National Oil Company (Enoc) gave the bid at 20.8483% of Brent for February 23-24 slot. Vitol also submitted its bid for the last time slot at 24.4321% of Brent.

Meanwhile, Socar offered bids at 20.4832% of Brent only for the last time slot of January 29-February 1, 2021, Trafigura offered bids for two slots of January 20-21 at 27.2727% of Brent and for January 29-February 1 at 33.9499% of Brent. Enoc gave the bid at 24.8888% of Brent for January 29-February 1.

Latest bids received for Feb LNG. Gunver: long term deal (signed by PMLN) for 11.6% of Brent; now 25.6%. Trafigura, which was willing to covert PMLN LNG contracts to a fixed rate between $3.7 to $4.7 has now bid 32%!Lowest bid is about twice the long term price obtained by PML-N.

February cost of LNG for the 7 cargoes contracted by PMLN will be about $5.8/mmbtu. The cost of the two lowest bid PTI has got is about $9.96/mmbtu. Over payment in just two shipments will be more than $26 mil. Cost of shortages created by PTI by importing less LNG is even more.

PTI led government also received much lower prices than the PMLN deal price. Aap tab Kahan thy ?

This time price is high because of the miss management from government side, they delayed the bidding and now the prices are high as no one is willing to offer that quick and on low prices.

Prices goes up & down, but for these time periods spot LNG was available at much lower rates so why government did not place order at that time. Who will pay for this negligence or corruption or for both??

So you wanted us to buy it at lower rate earlier and then release it in the thin air? Guess what genius, if you want to buy LNG in advance at cheaper rates, you need storage facilities to store it. Which we don't have, thanks to Donkey Sharif and his corrupt team.

Hi,

The prices quoted are actually lower than the cargoes sold in Asian markets for February deliveries and are following market trends. For example, Vitol sold a cargo to Trafigura for $13.55/mmbtu (delivery window 3-7 Feb) and bought a cargo from BP for $10.30/mmbtu (delivery window 24-26 Feb), the cargoes were sold on Dec 16, 2020. Tight shipping conditions, lack of freights availability that resulted in higher freight cost (over $150k/day) along-with higher winter demands are some factors accounting for higher prices. JKM for second half of Jan 2021, has risen to $15.225/mmbtu.

Please provide reference(s) to the availability of these lower spot LNG cargoes and their lower rates for February 2021. Suppliers are neither naive nor ignorant of market trends, it is rather a simpleton notion of an uninitiated that a supplier in August 2020 will agree to sell a spot cargo for February 2021 at the spot rates of August 2020. This notion is beyond comical.

Trafigura was taking us for a ride, and it is brazenly evident from their quoted price for the Feb tender, if they were so sympathetic towards Pakistan's energy needs, they should have quoted their fixed price amount ($3.7/mmbtu) instead of this 32.4888% slope ($15.269/mmbtu). PTI did an excellent and commendable job by not falling for it.

I have replied to this Trafigura letter earlier to you too. You can read those replies in following thread.

I'm confused... just tell me who managed better PTI or PMLN?

At the moment, we only look at highest ever PRICE, how it's more beneficial to country you shall explain when umpires are neutral.

Only LNG terminal built was scandalized by Imran Khan and aides... how is it good to build LNG terminal now? another U turn?

BTW, Imran Khan clearly seems to copy Nawaz Sharif policies, but he succeeded only in jangla bus... has he really succeeded there?

3/4 lng production facility closed for maintenance, along with winter and surging demand. Would wait a while and see the prices again once supply improves.

I think our donkey king is out there to hurt Pakistan deliberately.... at least that's what his history tells us until now... weather it's foreign policy, banning oil imports just when they were lowest in history, blocking money making development projects for period of six months to two years, exporting wheat and re-importing it at higher prices, exporting sugar and reimporting it at higher prices, sending pilgrims to Iran during peak COVID... etc etc.
