Lashkar Planned Herat Consulate Attack to Coincide with Modi Swearing-In | NDTV.com

A Lashkar-e-Toiba hit squad was assigned to take hostages and lay siege on the Indian consulate in Herat, Afghanistan, to coincide with the grand oath ceremony of the Narendra Modi government in Delhi on May 26, security sources in the Indian establishment have now concluded after studying the pattern of attack and taking stock of the recovery from the operatives killed. (Indian Consulate Attacked in Afghanistan)

This confirms outgoing Afghan President Hamid Karzai's assertion that the Pakistan-based LeT had was behind the Herat attack.

The LeT hit-squad, highly-trained, heavily armed and intensely motivated, had attacked the Indian consulate in the western city of Herat, three days before Prime Minister Narendra Modi was to be sworn in. (BJP Condemns Attack on Indian Consulate in Afghanistan)

The group seemed to have come prepared for a long haul. Security sources said each of the four attackers carried AK 47 rifles and six magazines each. Two of them also carried under barrel grenade launchers or UGBLs and rocket propelled grenades or RPGs.

The attackers had two dual-sim-card enabled mobile phones, which had telephone numbers of the BBC, the Ariana TV station and the Indian embassy in Kabul. (LeT Denies it Attacked Indian Consulate in Afghanistan)

Each also carried fruits, nearly half a kg of dry fruits and water bottles.

Indian security officials who have visited Herat and reviewed the deployment of two dozen Indo Tibetan Border Police or ITBP personnel who guard the office-cum-residential compound, said the first attacker tried to scale the wall using an extendable 4 feet portable ladder, but an alert sentry killed him within a minute.

The exchange of fire began at about 4 am. ITBP jawans forced the attackers to take shelter in a building nearby and were soon joined by personnel of the Afghan National Army and the police.

The attackers were neutralised after almost eight hours of intense gunbattle. Investigators suspect one of them got away in the chaos; only three bodies were recovered.

Intelligence officials point out that the three attackers killed did not wear suicide vests, a Taliban trait. This, they say, further confirms them as highly-trained LeT operatives.

Intelligence reports have warned the Indian government of more possible attacks on Indian missions and assets since Pakistan's ISI is uneasy with the large-scale Indian presence in Afghanistan post the US' withdrawal at the end of the year.

A day after he was sworn in, Prime Minister Modi had held bilateral talks with Mr Karzai and Pakistan Prime Minister Nawaz Sharif, both invited to attend his oath ceremony. He had reportedly raised the Herat attack in his discussions with Mr Sharif.

Again BS it was easy to bomb that consulate with 1000 kg TNT then sending 4 attackers man these chutypa by indians are getting out of control

Imagine Modi with this on day1, sometimes I wonder whether the ISI is simply crazy or have the LeT really gone completely rogue.

Read the article before commenting. Their aim was to enter the building and take hostages, not bomb it up.

And by the way, how do you suppose they can take 1000 kg of TNT into that heavily secured and guarded building? Drug the guards?

The intent was to overshadow the swearing in with a gripping hostage incident, ending in the consulate being destroyed and officials killed. Just blowing up wouldn't have got that attention since no one would have seen it.

I recalled a joke

OBL was found in a "high security area" too- doesn't mean a thing.

Damn fine job by the ITBP who were on their game and subsequently ANP and ANA who ended the attack.

Those are ITBP, no doubt, but they are anything but a paramilitary force there. You could call them the "heavyweight boxers" of the paramilitary, if you want.

There are a lot of proposals and offers for "more celebrated" units to take over security of Indian consulates in Afghanistan. There is a reason other than perception as to why none of those "illustrious" units have been deployed yet.

Afghani Taliban main aim is to seize power from Kabul. And their brothers in Pakistan TTP to seize from Islamabad. So, their aims and goals are against the establishment. Why would they attack Indian assets?

Looks more like the hand of LeT.

NEW DELHI: Were the terrorists who attacked the Indian consulate in Herat in Afghanistan aware of the location of the consul general's room? Investigations have revealed that the terrorists fired a rocket-propelled grenade right at the base of the room causing considerable damage to the building and the room, sources in the home ministry said.

The consul general had to be whisked away by ITBP personnel to the basement of the building even as an attack was launched to repel the terrorists. As a hostage situation looked imminent, the consul general kept asking the jawans to conserve ammunition, said sources.

The home ministry has received a report on the attack and the security situation around Indian consulates in Afghanistan by ITBP chief Subhash Goswami, who came back from the country last week.

Without going into details of the report, Goswami told TOI, "I am recommending five of my men for gallantry medal for successfully repelling the terrorists."

According to sources, however, the ministry has been briefed in detail about the precarious location of the Herat consulate. "The consulate is located in a densely populated area with tall buildings around it. There is hardly any distance between the approach roads both in front and back of the consulate and its walls. All this makes it very vulnerable to both gun attacks and explosive-laden vehicles," said an official privy to details of the report.

Due to its location in a residential area, there are other constraints such as security cameras cannot be trained on the approach roads. "There are objections to it as it would capture movement of women," said the official. Had the cameras been trained on the road, they would have captured the movement of terrorists at a distance and they could have been neutralized before launching the attack, said sources.

With an Indian aid worker in Afghanistan abducted following the attack, Herat is no more being considered a safe place. Ministry of external affairs is already considering relocating the consulate to a more open area even though Afghan security forces have assured it of all help and have already increased security at the consulate.

Security personnel now guard both the rear and front of the consulate even as armoured Humvees have been placed to repel impending attacks.

we should increase number of protection force/ITBP soldiers guarding these consulates/Embassy.I read that consular general constantly asked Jawans to keep ammo as hostage situation seemed imminent.how the hell only 23 jawans were present with inadequate ammo??plus,it has been known that Afghan Govt didn't want to keep watch on roads using CCTV as women feel disrespected by it.don't know why they don't block/restrict access in these roads in the first place.employ multiple checkpoints so that both number of attacks and casualty can be reduced.

More commando's have been sent to Afghanistan, Sujatha Singh has also visited the attacked consulate to assess the security situation.
