LAHORE: The Lashkar-e-Jhangvi (LeJ) has warned the government to immediately shift its under-trial militants from the high-security Anti Terrorism Force (ATF) Jail in Quetta Cantonment to the Central Jail Hudda in the provincial metropolis or get ready to faceyet another suicide assault by its Fidayeen attackers – this time targeting the ATF prison.



According to well-placed circles in the security establishment, the threat was hurled by Abu Bakar Siddiq, the spokesman of the LeJ’s Balochistan chapter in phone calls he had made after the February 16 Alamdar Road suicide bombings in Quetta which killed 90 Shia Hazaras.



The ATF jail in Quetta, where those charged with involvement in terrorist activities are held, is notorious for severe tales of torture during interrogation. Most of the prisoners there are either Baloch nationalists or the LeJ militants. Of the 50-plus LeJ henchmen who are being tried in Quetta for their involvement in terrorist activities, over two dozen are being kept at the ATF jail. It is the same prison where the chief of the LeJ’s Balochistan chapter Usman Kurd and his second-in-command Dawood Badini were being kept till January 18, 2008.



The Kurd-Badini, duo which now spearheads the ongoing massacre of Shia Hazaras in Balochistan, had made good its escape under mysterious circumstances after breaking the ATF jail despite the fact that it is located in the high security garrison zone of Quetta Cantonment. Senior police officials in Quetta say the LeJ wants the shifting of the under trial militants from the ATF jail because the prison authorities have made fool proof security arrangements there since the January 2008 jail break episode. They added that compared with the ATF prison, which is exclusively meant for hardcore terrorists, the Central Jail Hudda, Quetta, is less secured because it is largely meant to keep under trial criminal elements.



While making phone calls to several journalists of television channels and newspapers on the night of February 16 to claim responsibility for the Alamdar Road suicide hit, the LeJ spokesman reportedly read out a written statement on phone: “The vehicle bomb at Alamdar Road was blown up by our colleague Umar Farooq. The government should be under no illusion now that the imposition of the Governor’s Rule in Balochistan has failed to dissuade us from targeting our enemy — the Shia Hazaras. We want to make it clear to the Shia Hazaras that they should not consider themselves safe and secure till the establishment of the Islamic Caliphate in Pakistan”.



The spokesman further said: “The Mujahideen of the Lashkar-e-Jhangvi will continue to kill Shias regardless of the imposition of the Governor’s rule or the deployment of the Army. We will protect the honor of Islamic Caliphs by sacrificing each and everyone of us. The February 16 Fidayeen attack by a vehicle bomber was the second one in the Shia dominated area since the beginning of 2013. Let me inform the Shia Hazaras that we have 20 more such vehicles which are packed with lethal explosives and ready to hit the enemy. We are only waiting for next orders from our leadership to hit our targets in Alamdar Road, Mehrabad and Hazara Town. We are neither afraid of the Governor’s Rule nor the Pakistan Army and we will continue to kill Shias Hazaras in their homes”.



Following the January 10 twin suicide bombings on the Alamdar Road which killed 103 Shia Hazaras, LeJ spokesman Abu Bakar Siddiq had not only claimed responsibility for the incident but also reminded that the Hazaras had been warned to leave Balochistan by the end of 2012 or face severe consequences.



“Many of the Hazara enemies had fled but there were those who decided to stay back as they loved their jobs and properties. God willing, the Lashkar will not allow any of these Hazaras to leave Balochistan alive. Today’s suicide attack (January 10) was only the first in a series of deadly bombings. God willing, we will conduct such stunning attacks in the coming days that the enemies will not be able to flee Balochistan alive”.



According to the Hazara Democratic Party (HDP) Chairman Abdul Khaliq Hazara, the ongoing reign of terror against the Shia Hazaras in Quetta had intensified following the release of Malik Mohammad Ishaq, a key leader of the LeJ who was bailed out by the Supreme Court of Pakistan on July 14, 2011 after spending 14 years in jail. Charged with involvement in over 100 sectarian murders, he was released due to “lack of evidence”.



The Hazara community alleges that Malik Ishaq has re-established contact with Usman Kurd and Dawood Badini after he was set free. Ishaq’s release instantly led to sectarian tensions in the Punjab because of the anti-Shia sermons he started delivering while touring the province.

Islamabad: The banned Lashkar-e-Jhangvi, responsible for two terror attacks in Quetta that killed nearly 200 people, has warned that it will continue targeting the minority Shia sect despite the imposition of Governor's Rule in Pakistan's Balochistan province.

"The government should be under no illusion now that the imposition of Governor's Rule in Balochistan has failed to dissuade us from targeting our enemy - the Shia Hazaras. We want to make it clear to the Shia Hazaras that they should not consider themselves safe and secure till the establishment of the Islamic Caliphate in Pakistan," LeJ spokesman Abu Bakar Siddiq said.

Siddiq made the threat when he telephoned several journalists to claim responsibility for a bomb attack in a Shia-dominated of Quetta that killed 89 people on February 16, The News daily reported today.

The LeJ spokesman, who read out a statement on phone, said: "The mujahideen of the Lashkar-e-Jhangvi will continue to kill Shias regardless of the imposition of Governor’s Rule or the deployment of the army."

Siddiq claimed the attack on February 16 was carried out by a suicide bomber. However, officials are yet to confirm that a suicide attacker was involved in the bombing.

The LeJ spokesman claimed his group had 20 more explosives-laden vehicles "ready to hit the enemy". The militants were "only waiting for orders from our leadership" to attack targets in Shia-dominated areas of Quetta.


"We are neither afraid of Governor's Rule nor the Pakistan Army and we will continue to kill Shia Hazaras in their homes," he said.

Hazara Democratic Party chief Abdul Khaliq Hazara said the spate of attacks against Shia Hazaras in Quetta had intensified after Malik Ishaq, a key leader of the LeJ, was released on bail by the Supreme Court in July 2011.

Ishaq had spent 14 years in jail for alleged involvement in over 100 murders but was released due to "lack of evidence".

Authorities have agreed to release 12 workers of the Ahle Sunnat wal Jamaat (ASWJ) after two-day long talks between the police, district administration and ASWJ representatives.

The group’s district amir, Maulana Muhammad Ismail Derwesh, said they have also been assured of an end to the operation against them.

Twelve workers of the groups and four Imamia Jirga members were arrested under section three of the Maintenance of Public Order following police raids across the city. They were later shifted to the Dera Ismail Khan central jail for a month.

The arrests were made following target killing incidents in which people from Shia families were shot.

“Our talks with the authorities have been successful and we have been assured that all ASWJ’s activists would be released till Thursday,” said Derwesh.

Meanwhile, leaders of the Imamia Jirga have refused to meet the administration.

If the Pakistani leadership/army handles this right, this could turn out very well.

This is an opportunity for the government to make an example of and utterly exterminate these criminals, thereby sending a message to any other scofflaws.

KRAIT, I would not read too much into it. Not everyone attached to a party is a militant extremists. No need to jail sympathisers. That may back fire. Instead focus on murderers.

Just curious of timing of this deal. Seems like some sort of back channel talks with extremists.
 
I really think that such an open decleration of war sends a powerful message. THese guys must be totally and brutally eradicated. Yes, their arrests, their dead bodies in coffins should be lined up as a show to all those who want to terrorise us to be under no illusion that we're not talking business.

I disagree. To quote Ejaz Haider:
The LeJ is a terrorist group. It plans carefully and executes ruthlessly. It is not out to capture territory physically. Its aim is to break the state’s will to fight. Its plan requires psychological dominance. It instils fear; its use of the suicide bomber is meant to tear asunder the social bonds and trust that are the mainstay of the functioning of any society.

You need to be ruthless when dealing with this kind of threat. Any wavering will be seen as a sign of weakness(and rightly) and will only invite further atrocities. The state must make a stand and now.

It never ceases to amaze me that India, a state notoriously derided as soft is actually extremely ruthless in dealing with challenges to the state's writ while Pakistan, on the exterior an extremely tough, militaristic state is wishy-washy when confronted with threats of a similar danger. Too many people believe that you can make peace with these terrorists. You can but only on their terms. These are not terrorists with nationalistic,territorial, linguistic causes, they don't care about those; they are going after the very soul of the Pakistani nation. You simply cannot come to compromise with them. Every inch given will be the new front line from where the next demand will come. The state will buckle continuously after once having gone down that road. Contrary to what so many of you state & probably fervently wish to be true, my fear is that it might already be too late. The question is whether you will make a stand & see if the course can be reversed or you will go down without a semblance of a fight. Anyone having any illusions about what stares you in the face is living in cloud cuckoo land.

I know, I was just pointing out that sympathisers for any & all kinds of such violence are not amenable to conversion to the "right" way of thinking. I used Ejaz Haider's words to drive home the point that you cannot show fear. If the state is pushed to walk back from its positions (in this case, from the arrests made after targeted killing of Shias), you are giving off a signal that the state can be intimidated. That will only invite more, harsher violence.
