KP Police to have intelligence wing

Besides establishing two model police stations in every district, the Khyber Pakhtunkhwa Police would have a specialised intelligence wing and properly trained traffic wardens as part of the reforms in the police force.

“Besides bringing in reforms at the police station level, we have introduced proactive policing by going after the militants and criminals in every police station instead of waiting for them to attack us,” Inspector General of Police (IGP) Khyber Pakhtunkhwa Ihsan Ghani told The News.

According to the statistics of the police force, 2,386 raids were conducted while 1,884 anti-social elements and 5,370 proclaimed offenders and miscreants were arrested between April 21 and June 30 after the force adopted the policy of proactive policing.

The IGP said besides establishing a specific intelligence wing, the old and effective intelligence system at police station level would be strengthened. “We have done the reorganisation of the Investigation Branch, Elite and Frontier Reserve Police, Training Branch and Special Branch and DCT,” he said.

The Pakistan Tehreek-e-Insaf, which has formed the government in Khyber Pakhtunkhwa, had promised in its election manifesto that the police station and revenue office (patwar khana) would be reformed after coming into power.

The IGP said after the success of two model police stations, one-third of the police stations in every district would be converted into model police stations within a year. The remaining one-third would be converted next year and the rest would be made model police stations during the third year, he added.

“To improve the performance of the policemen and to ensure that they deal with the public politely, it is a must to reduce the duty hours of the cops. We have introduced shift system for moharrars and their assistants in the first stage. The shift system and a weekly off will be introduced for the remaining cops in the coming days,” Ihsan Ghani explained.

Ihsan Ghani is an officer of the 11th common service programme of the Police Service of Pakistan. He was posted to head the KP Police in April replacing Akbar Khan Hoti.

“Apart from recruit training and promotion courses, we will introduce short refresher courses for all the policemen to improve their performance. For this purpose, we have established a School of Intelligence, School of Investigation, Lines Schools and Traffic Schools all over the province,” the provincial police chief said.

Many police lines and police stations were established in rented or in insecure and improper buildings. The KP Police will establish 10 police lines and 20 police stations in the coming months.

“Besides vigilance committees comprising respectable people of an area, teams headed by senior policemen will keep check on the performance of a police station and illegal confinement by the policemen. Policy directives have been issued regarding postings and transfers to end corruption,” Ihsan Ghani added.

He said a team headed by a DIG rank officer would visit the site of any major incident to not only properly follow up the case but to find whether there was negligence on part of the cops or some other factors were behind the incident.

The IGP said that measures had been taken to improve intelligence as well as coordination with the Frontier Constabulary, Frontier Corps, army and others concerned while maintaining law and order in the rural towns on the boundary with tribal areas.

“We have introduced online registration of the FIR where one can also lodge complaint against the cops. The shoulder-promoted officers have been reverted to their own ranks while the contracts of re-employed officials have been terminated,” said the KP police chief.

He said traffic cops would be imparted proper training while wardens would be appointed to improve the traffic system. The traffic cops have been directed not to stop any commuter for checking of document unless he has committed any violation, he added. “Around 150 checkposts all over the province have been removed and a few have been made mobile checking posts so the general public is not bothered,” the police chief said.

He said the government had been asked to install solar energy system at all the police stations to ensure round the clock electricity supply. The IGP said the budget of the police stations has been increased compared to the offices where most of the share of the budget used to be spent in the past.

imagine, KPK havent had a intelligence wing in police, but thanks to KPK govt of PTI now, they will have one.
 
So this is one thing out many to come what the 26BN have been allocated in the Budget for. Good going. @nuclearpak, @Marshmallow... did you guys noticed the difference of allocation of funds now? 26BN each for POLICE and SECURITY.

Raising the salary of Police Officers is very important if you want good reforms in the province. If the police officer has enough income to run the household he is less likely to be corrupted. What is the average salary of a police officer in Pakistan? province-by-province comparison would be highly appreciated
