ISLAMABAD: A tripartite agreement was signed on Thursday between a Chinese company and the governments of Pakistan and China for the construction of the 1,124-megawatt (MW) Kohala Hydropower Project costing $2.4 billion.

The signing ceremony was held at the Prime Minister (PM) Office in Islamabad and was witnessed by PM Imran Khan, Azad Jammu and Kashmir Prime Minister Raja Farooq Haider, federal cabinet members, Chinese Ambassador in Pakistan Yao Jing, China Pakistan Economic Corridor (CPEC) Authority Chairman Asim Saleem Bajwa and representatives of the concerned Chinese company.

The $2.4 billion Kohala Hydropower Project is Pakistan’s largest power sector investment in a single Independent Power Producer (IPP) till date.

The project is being built on River Jhelum in Azad Kashmir under CPEC and has been awarded to Kohala Hydropower Company Ltd (KHCL), which is a subsidiary of China Three Gorges Corporation (CTGC).


Addressing the signing ceremony, Prime Minister Imran Khan said that the Kohala Hydropower Power Project was the biggest ever investment in Pakistan on a single project.

He added that the project can potentially initiate a move towards clean energy and Pakistan’s dependence on imported fuel.

He said that the country was progressing well when it had been producing hydropower until it started banking on imported fuel which not only made the local industry uncompetitive but also put additional burden on foreign reserves.

The prime minister said that power generation through imported fuel also adversely impacted the environment as Pakistan was among the top nine countries worst hit by climate change which necessitated the promotion of clean energy.

The prime minister informed that the project would also create much-needed jobs through its construction and later through its operation.
 
Hydropower to Pakistan is same as Oil wells to Mideast. Use it or lose it. Hope all these projects will get completed.

Introduction

1124 MW Kohala Hydropower Project is the largest green field project among China’s hydropower overseas investment to date. Located in northeastern region of Pakistan in Azad Jammu & Kashmir (AJK) on Jhelum River, the Project has been listed as the “Actively Promoted Project” in the China-Pakistan Economic Corridor (CPEC) since August, 2014 with both the Governments of China and Pakistan keen for fast track implementation of the Project for providing cheap and reliable electricity to the National Grid of Pakistan and AJ&K. The Project is being developed under the Government of Pakistan (GoP)’s Power Policy 2002 on a Build-Own-Operate Transfer (BOOT) basis with an expected concession period of approximately 36.5 years, which includes the construction period of 6.5 years and the operation period of 30 years. The concession period would start with the achievement of Financial Close of the Project.

Three Chinese hydel projects get ECC approval after a one year wait

ISLAMABAD: In fast moving developments, the Economic Coordination Committee (ECC) of the Cabinet on Thursday approved important revisions to the terms on which three hydropower projects, worth more than $5 billion in total, are being executed by Chinese companies.

The Cabinet Committee on Energy, led by Planning Minister Asad Umar approved on June 20 the signing of implementation agreements on two of these three projects — Kohala and Azad Pattan — with an estimated cost of $3.758bn.

Within days, yet another summary was moved by the Power Division titled “Revised Standard Security Package Documents” for these three projects — 1,124MW Kohala Hydropower Project, 700MW Azad Pattan Hydropower Project and 640MW Mahl Hydropower project — all based on Jhelum river, Azad Kashmir. The cumulative generation capacity of three projects is estimated at 2,464MW.

In the case of the Kohala project, the documents were signed in PM’s presence shortly after the ECC approval on Thursday.

All three projects are being developed on built, own, operate and transfer basis by the Private Power & Infrastructure Board (PPIB). The 1,124MW Kohala and 700MW Azad Pattan projects are included in and processed under the China-Pakistan Economic Corridor Energy Project Cooperation agreement signed on Nov 8, 2014 by the two countries.

The Kohala project is to be located on River Jhelum in Azad Jammu & Kashmir being developed by the Kohala Hydropower Company Private Limited with China Three Gorges Corporation (CTG), International Finance Corporation of the World Bank and Silk Road Fund. The project’s average 30-year tariff is estimated at 7.85 cents per unit with total project cost of $2.4bn.

Likewise, the Azad Pattan project is also to be located on Jhelum river on the dual boundary of AJK and Punjab being developed by Azad Pattan Power Pvt Limited with China Gezhouba Group Company Limited as sponsor. The 30-year tariff for this project is estimated at 7.07 cents per unit, with project cost of $1.35bn.

The third project — Mahl Hydropower – is also to be located on river Jhelum on combined boundary of AJK, Punjab and Khyber Pakhtunkhwa. The project is being developed by Mahl Power Company Ltd with CTG and Trans Tech Pakistan.

These projects are now also covered under the 2002 Power Policy incentives, concessions and protections for which revised standard security package documents are being signed. These documents include Pakistan government’s implementation agreements, GOP guarantees, power purchase agreements, water use agreement which are signed by government of AJK/Punjab/KP, National Transmission & Despatch Company, Central Power Purchasing Agency, PPIB etc.

ISLAMABAD: The government of Azad Jammu and Kashmir (AJK) and Chinese Three Gorges Company on Friday signed agreements related to 1,124 megawatt Kohala Hydel Power Project- Implementation and Water Usage under China Pakistan Economic Corridor (CPEC).

The project would attract a foreign investment of $2.4 billion under the umbrella of CPEC.

This was announced by CPEC Authority, Chairman, Lieutenant General Asim Saleem Bajwa (retd), on his Twitter handle.

“The signing ceremony for 1,124 MW Kohala Hydel Power Project- Implementation and Water Usage Agreements held between AJK Government and China Three Gorges Company,” the Chairman CPEC Authority tweeted.

Federal Minister of Energy Hammad Azhar, AJK Prime Minister Raja Farooq Haider and others officials were present on the occasion.

The Kohala Hydropower Project is a proposed run-of-the-river high head project, located near Kohala, in Azad Kashmir.

The agreement for the project was finalised in 2020 and later it was formally signed in a ceremony attended by the Pakistani Prime Minister, and Chinese ambassador.

China Three Gorges Corporation (CTGC), the state-owned hydropower developer, had won the right to develop a hydroelectric dam in Pakistan on January 7, 2015. It will be Chinese company’s largest investment in Pakistan.

All four concession agreements for Kohala Hydropower Project have been signed.

The four major concession agreements for Kohala Hydropower Project include the Power Purchase Agreement (PPA), the Pakistan Federal Government Implementation Agreement (GoP-IA), the AJ&K Government Implementation Agreement (AJ&K-IA) and the Water Use Agreement (WUA).

The successful signing of the agreements is an important milestone for the completion of the preliminary work of Kohala Hydropower Project, laying a good foundation for the next development and construction of the project.

The KHPP is one of the priority projects for energy cooperation in the China-Pakistan Economic Corridor. The installed capacity of the power station is 1124 MW and the designed annual power generation capacity is over 5.1 billion kilowatt-hours. After the completion of the project, it will significantly improve the power supply environment of AJ&K area and promote the social and economic development of Pakistan and AJ&K area.
