WANA: Chief of the Army Staff Gen Ashfaq Parvez Kayani on Monday said that the Pakistan Army did not want to fight inside the country and had to conduct the operation in South Waziristan under a compulsion to evict terrorists and restore peace.

Addressing a meeting of tribal elders after the inauguration of a cadet college at Spinkai and the ground-breaking ceremony of Tank-Gomal-Wana Road, he said the army was also carrying out rehabilitation and reconstruction work for the uplift of people of Waziristan and was here to improve the situation and eliminate any chance of recurrence of terrorism in the area.

Gen Kayani said the army was deployed on the demand of the locals and would remain here till the completion of development projects. He said the building of cadet college was being completed at a cost of Rs500 million.

Reminding that this was the second such college in the area, he said classes for the first batch had already started while the second one would join in August.

The chief of the army staff said that education was the key to success and the college would go a long way for uplift of the area and the coming generation of the region would be the main beneficiary. He said a network of roads was also being completed in this area to serve as the third transit link for trade with Afghanistan. He said this road network would also reduce the distance between Pakistan and Afghanistan by 350 kilometres.

Gen Kayani said that water supply schemes, dams and the provision of electricity would change the destiny of tribal people. He also announced the construction of a cricket stadium in Chaghmali area.

Earlier, Gen Kayani was briefed about the Tank-Gomal-Wana Road. He was informed that a 215-kilometre portion of the road had been completed while the remaining 350 kilometres would be built by next year.On the occasion, the tribal elders expressed confidence in the Pakistan Army and assured their full support for maintaining peace in the region.
 
What about North Waziristan? Developing South Waziristan will be meaningless as long as North Waziristan remains a safe haven for extremist elements.

Best strategy is to establish the writ of the state in whole of the Waziristan and then develop all of it. I hope that Kayani realizes this before it is too late.

He is right, no army likes to engage itself with its own countrymen & does so under extreme duress.
And if some countrymen challenge the writ of the state; then?

Tribes should have been integrated with rest of the Pakistani society long ago. Tribal regions of Pakistan remained untouched and became a safe haven for militancy with passage of time due to various factors adding up.

Now Pakistani military is reluctant to solve this issue and argument is that Pakistani troops do not wish to fight inside the country? What kind of army is this, if it is not willing to address the issues of national security?

If Chicago challenges the writ of Washington and establishes its own rule, do you think that Washington will remain silent and accept this? US army will be unleashed on Chicago in no time. And I believe that US troops will worry more about the fate of the whole USA rather then giving in to emotions.
 
why Pak army is involved???doesn't Pak has paramilitary forces???India generally use Paramilitary forces against terrorists groups in our country..

If the writ of the state is challenged & the disgruntled elements cannot be brought to heel by other arms of the state & the Army is called in / requsitioned then it must act with all force at its command taking care so as not to alineate the countrymen beyond a point.

There can be no discussion on this.

I was speaking purely from the military POV as it imposes strain on soldiers fighting their own kin. Leadership at junior level plays a very imp role in such situations.

In the NWFP regions of Pak, the loose control of the brits remained post 47 which was a mistake.

The 'Billi' should have been ' maroed' after independence and all parts of the nation governed by a central authority.

Now,establishing control will be difficult more so after have struck a deal on Swat once & retracked.The state has shown itself as weak & open to suggestions.

Pakistanis first need to learn and understand the term 'writ of the state'---at the moment they are lost. 10 years is a very long time to kill---either your own or others---.

Lessonlearnt---if there is any---if you face an insurgency---or a terrorist group---strike hard---strike deep---keep a muzzle on the news media---forget the islamic brotherhood---remember the flag.
 
The tribals up north only understand brute strength. I hope the army does do the operation and clears all the foreign fighters from the area. Then we can build infrastructure instead of hoping these Taliban don't blow it up.
 
No army would like to plunder and exploit its own people so in a way kayani is right but then the army is left with no other option than to fight the war against terror. I'm surprised this statement is coming from Kayani :what:

Gen. Kayani definitely knows more than us. He has got a powerful intelligence agency backing him. The top brass of army will obviously launch an operation in N. Waziristan if they think it is necessary. Furthermore, at the moment any military operation in N. Waziristan will give impression that Pakistan has given in to US demand. Adding to this, not only military operations but also the rehabilitation and rebuilding of affected things takes a lot of money - without US Aid conducting military operations is a difficult task. Majority of Pakistani's don't pay tax.

Our active troops are numerically weaker than armed tribal people. You can't defeat these tribal people, just improve relations with them to maximum, finish those "Ghair Elaqas" (by sending troops - diplomatically), mining (+ fencing) Afghan border.

Pakistani Military is already fighting terrorists idiot. You can't engage every enemy at the same time. Frontier Corps Complex was regularly receiving attacks last month in retaliation to operations currently under execution.[/COLOR]

Because Washington is neither corrupt nor incompetent. Islamabad, on the other hand, has almost no support of the public. Rawalpindi still carries much respect among civilians - most respected organization in Pakistan is Army.

Not enough forces. No body trusts police.

In his book Roger Trinquier has written that the duty of Police is to maintain law and order situation in a country during peacetime. In case of 4GW War (a modern form of Guerilla war), Army has to do the job because police has been trained and equipped to fight small criminals like thugs, murderers, kidnappers, etc. \
 
Hi,

Police is just a law and order enforcer on civilians who may or may not have handguns---. When criminals get automatic weapons---the police raises tactical squads as well---but still they are not the military.

The issue with al qaeda and taliban is that they are well equipped weapon wise and in training. This war has proven again that you cannot negiate with insurgents and terrorists---all they need is breathing room to get stronger.

Pak military has failed miserably in that aspect----but more so---the pakistani public has failed its military to have forced them up to the task. It was up to the public to have told the military---no negotiations---take them out---.

In the end---both of them have failed---but the military will take the blame---for it ws the job of the military to do the deed---good or bad---and it was the military who's job was to tell the public that there is to be no peace treaty with insurgents.

Winston Churchill was right when he made his famous statement.
 
just how long has Kayani been the COAS? why hasn't he retired by now?
