Thursday, December 05, 2013 - Islamabad—Afghan President Hamid Karzai will be in New Delhi on December 13 to seek support for his plan to establish a regional bloc com-prising Pakistan, India, Afghanistan and Iran to deal with terrorism and other security andeconomic issues, diplomatic sources said.
After refusal by Karzai to sign a new bilateral security agreement with US until Afghan presidential election in April, the Afghan relations with Washington have come under considerable strain prompting Karzai to go for his plan to set up regional bloc. Iran has already asked Karzai to refrain from signing such security agreement which ensure stay of US forces after 2014. Karzai has already accused Washington for halting fuel supplies to Afghan forces to put pressure on him sign the new arrangement.
Efforts will also be made to take China and Russia on board in the new regional scheme, diplomatic sources further said.
Though Assistant Secretary of State for South and Central Asia Nisha Desai Biswal had said on Tuesday “Pak-Afghan region is an enduring one. We are not going away. We are not going anywhere.” But in the new scenario, the US position will be in jeopardy as Taliban have survived fierce military campaign by the US in the last thirteen years and Karzai’s latest resistance. Taliban has become a reality and their influence has even reached in the extreme north of Afghanistan.
It is co-incident or otherwise, JUI Chief Maulana Fazalurrehman will also be in New Delhi during the visit of Karzai who is desperately looking for new avenues before Afghan presidential electionto be held in April next year. The Maulana, who has become active again to play a role for talks with Taliban had already facilitated a tribal Jirga to begin peace initiatives with Taliban. Taliban leader Mul-lah Abdul Salam Zaeef had also visited India some two weeks back and he is expected to be there again next week.
In another development, it is learnt that Sibghatullah Mojaddedi, an ally of Karzai government has left Kabul and has proceeded to Denmark.
Meanwhile, for new peace overtures with Taliban, Interior Minister Chaudhry Nisar will begin consultation with political forces in the country next week. The government is determined to giving peace a chance.
