Not a random article,the same thing was reported by multiple Indian sources that the Arihant PWR design was Russian and Russian contractor was extensively involved in building it.

Mediapersons don't know which is the business-end & back-end of a rifle. I already told you that Russia cannot supply us military nuclear tech because of NPT. I also gave you the MTCR for comparison. NPT is a much more stringent treaty than MTCR which is a non-binding regime. France has been known to violate MTCR in the past.
If Russia is not ready to violate even MTCR, how am I supposed to believe they circumvented NPT?
We built the prototype at Kalpakkam (land-based), tested it for a decade and only then could we develop a prototype PWR, which was again tested for several years onboard the S-1 hull (prototype ATV hull which never leaves dock). After that, we could make an actual, certified PWR which now powers the INS Arihant (already inducted with pennant number S-73).
Now, work is on to make a bigger 180-220MW PWR for the bigger SSBN-class, and potentially for nuclear carriers.
