One prime reason is that many of Sikhs, living abroad, have left India, under coercive circumstances, when Indian state carried out a comprehensive counter insurgency operation, against Sikhs, from 1984 to almost 1999.

not few , under the democracy system its the majority that gets to rule - i.e north Indian hindus, over the minority. In India, the majoritarian rule is embedded in elite RSS brahmanist inspired Hindutva ideology which is to establish mono ethnic - religious state (Hindu - Hindi) by destroying the culture (language/religion etc) of the minority to make it into a 1 nation.
