Japanese and Philippine lawmakers in Manila signed an informal agreement Wednesday to form an international body promoting peaceful means to settle disputes in waters where they have competing claims with China.

Members of the two congressional delegations have agreed to push for a “Parliamentarians’ League for Maritime Security in Asia” within their respective legislative bodies. They stress settling territorial disputes and clarifying claims based on international law.

Japan's Representative Hiroshi Nakada led six of his fellow-party members in a visit to the Philippines. Through an interpreter, he reiterated their pitch for avoiding “force or coercion” in staking claims and not doing anything unilaterally that would upset the status quo.

“All of these items are things that nobody in our world, nobody in humanity would likely go against. These are things that we all adhere to as human beings,” Nakada said.

Japan and China have a long-running squabble over a group of rocks called Senkaku in Japan and Diaoyu in China in the East China Sea. Tensions between the two countries have steadily intensified in recent years after the Japanese government bought part of the grouping from a private owner. Chinese government ships have been active in the surrounding waters ever since. In November last year, China declared the area above the islands an air defense identification zone, compelling all craft to follow Beijing’s rules when flying there.

The United States military does not recognize the zone and Japan ignores it.

China has sweeping claims in the South China Sea, stating it has “indisputable sovereignty” over more than 80 percent of those resource-rich waters. The Philippines accuses China of encroaching on formations it says are clearly within its exclusive economic zone. In 2012 China all but took control of Scarborough Shoal, keeping Philippine fishermen out.

In recent months, Philippines surveillance photos have shown Chinese reclamation activity on at least four reefs and shoals that the Philippines claims.

Manila filed a case last year with the Permanent Court of Arbitration at The Hague questioning Beijing’s claim to nearly all of the sea. Beijing rejects arbitration and has not responded to the case.

Thirteen members of the Philippine House and the six representatives from Japan signed on to the campaign for the multinational league, but they are all acting individually, not in their capacities as congressmen.

“I emphasize that we need to do this campaign to raise the awareness of nations that there must be a resolution to the dispute and this resolution must be in accordance with the provisions of international law,” said Philippine Congressman Rodolfo Biazon, who heads the House Committee on National Defense and Security.

Apart from the Philippines, Brunei, Malaysia, Taiwan and Vietnam also have competing claims in the South China Sea. In 2002, the 10-member Association of Southeast Asian Nations and China signed a non-binding agreement to keep things peaceful in the sea. But China, which prefers one-on-one meetings to sort out claims, has been slow to act. It only recently called for implementing the terms of the non-binding agreement. Work on a legally binding code of conduct on managing competing claims has been slow-going.

The lawmakers say they hope to get the parliaments of other countries to sign on to the body. Hiroshi says the Japanese delegation is looking at Vietnam as another potential signatory to its campaign.

Japan can do it at the moment but we can't...for now. We need more frigate, corvettes and patrol boats as well as sea-planes, helicopters and even UAVs to be able to patrol our own waters more effectively.

Because US always unarm the warships sold to PH, you could buy weapons from Japan and install onto those.
PH could ask for some loans and use VN facility to build ships as demanded.
It would be much cheaper and you get brand new frigates or corvettes upto 2,500 ton, speed 21-38 knots, or patrol boats about 400 ton - 2,300 ton

A noble act of rapprochement between the politicians. Even if it is only a symbolic gesture. The message of peace carries weight.

Not only unarmed but also second-hand ships - I am not sure if Cutters are made to perform the role of Frigates. We are considering to buy newly built warships from other countries because we can't rely on America on that matter but we are not sure who would make new ships. The other alternative is for us to make our own ships but with foreign assistant, particularly on weapons, radar and propulsion.

Those C-130s, like the Hamilton-class cutters are refurbished but the C-295 we will be getting from Spain are brand new.

Well patrol boats or fast attack ships are mostly needed in the PH Navy so I guess we can look at Indonesia and Vietnam to buy ships aside from Japan and South Korea.

We Filipinos know that the Japan of today is not similar to the Japan of WW2, thus we are not threatened with Japan taking a more active role in Asia-Pacific region.

I'm glad that the friendship between Japan and the Philippines has been fostered by mutual trust and respect. And long may this relationship that is built on cooperation, mutual respect last throughout this century and in the next.

We have MACPAC sir same thing and as for weapons we still waiting for our New Frigates and whatever system, weapons and equipment they would have will determine the equipment, weapons, and system of our ships so its a long wait

What new frigates are the Philippine Navy purchasing ? In addition, when is the PN to receive the Pohang Class corvette ?

No news yet but thats what they said so we would not have a logistical nightmares

As you see, Vietnam confronts China without call to others for support in real clash. The essential elements:

1. Air dominance : we use Sukhoi Su30MK2 to control the airspace above Spratlys
2. Submarine : we ambush by Kilo-class Type 636 the latest version with antiship and antiground Klub-S missiles, range 300km
3. Coastal defense system : we arm with K300-P Bastion, 300 km supersonic antiship Yakhont Onyx missile and expect to buy more the same type Brahmos missiles from India.
4. Surface ships : for warships we don't adopt 1 vs 1 tactic but hit and run by dozen of 500 ton Molniya class corvettes with 16 domestic 260km range antiship missile each, means we have hundreds of antiship missiles ready to launch then run.
For frigates, we use 2,100 ton Gepard class or 2,400 ton Sigma class which is domestically produced soon.

Coastguard would use Damen 2,300 ton as above post.

Frankly these military facility is still far away from China`s rapid growth military force.
They can be eliminated within a few days..
Also Vietnam is on the border of China.
Trying to use military force is not a wise idea.

We should sit down to talk. War really kills a lot of people.It`s crucial
we should treasure the life!

Japan and PH are just try to use each other.
I think China and Japan will compromise and sit down to talk in the coming future..
The relationship may return to the normal status.
Then PH is no longer any useful
