Japan, Philippines to Agree New Military Deal on APEC Sidelines

Japan and the Philippines are expected to conclude a deal this week on the sidelines of a regional economic summit paving the way for Tokyo to supply Manila with military equipment that could be used in the disputed South China Sea, Reuters reported November 16.

Though Japan and the Philippines have long had a close relationship, growing anxieties about Chinese actions in the East and South China Seas have led both countries to strengthen their defense ties under a strategic partnership first inked in 2011 (See: “Japan, Philippines Strengthen Strategic Partnership”). In January, as I reported for The Diplomat, the two sides had signed a memorandum of understanding outlining specific steps to enhance defense cooperation which included capacity-building and collaboration on defense equipment and technology (See: “Japan, Philippines Boost Defense Ties”).

Now, in a further indicator of deepening defense relations, sources in Tokyo have disclosed to Reuters that Japanese Prime Minister Shinzo Abe and Philippine president Benigno Aquino III will announce an agreement in principle on military technology following their meeting Wednesday on the sidelines of the Asia-Pacific Economic Cooperation (APEC) summit in Manila.

The agreement would commit both sides to discuss the type and scale of Japanese military aid and will not include specific aid for now. But sources were cited as saying that Japan may begin by supplying three Beechcraft TC-90 King Air Planes currently used to train Japanese Self Defense Force pilots that can be fitted with basic surface and air surveillance radar, followed by used Lockheed Martin submarine-hunting P3-C patrol planes.

The equipment will be in addition to previously announced moves, including the transfer of ten patrol boats to the Philippines announced back in 2013 confirmed to begin in 2016 (See: “Japan Wins New Philippine Defense Deal”). Both sides have also committed to exploring a visiting forces agreement that would give Tokyo access to Manila’s military facilities that the United States and Australia now enjoy (See: “Japan, Philippines Seeking New Pact on Military Bases”).

The report is yet another indicator that security issues on the sidelines of the economic summit are expected to dominate the headlines. As I had reported earlier, U.S. officials have said that the bilateral interactions U.S. president Barack Obama will have in the Philippines, one of five American treaty allies in the Asia-Pacific, will focus on maritime security.

This type of offering had been seen since decades, it was US offering used f16 for PhAF but the politician refuse them after knowing the operating costs, not much South korean had offered used corvette for PhNavy but till now the offer still neglected. Ph army itself abandoned the plan to acquired shored based missile system offered by Israel just for helmet funds

If there is a news about Japan's economy having a hard time, oproh/opruh will insult the Japanese.


As for the news, it is a welcome for us that Japan will help modernize the Philippine military.
I have seen his posts before. Seems, some measures should be taken.

Ya bad decision but about the F16 the models offered to us were pretty old even older than the models offered to Indonesia block 25 i believe or even older A/ B s and plus we don't have the capabilities to maintain those plans and since F8 and we don't want a repeat of that opted to not take the Americans on that not unless they offer us but i agree the missiles defense system we were going to buy from Israel was bad blunder but we need the body armored vest but still we have a budget for that why transfer the money for the missiles but again looking forward to horizon 2

till now, PAF modernization programme seems like not running anywhere, stagnan. Most of your big item project from Horizon 1 still stalled and even the winner of tender project is still being not been awarded (like ASW helicopter project), the Frigate still nowhere and no idea, the Shored based missile is been realigned, the grants of 114 M113 from US is still in gray, the Howitzer programme, and so on....

The danger there is after 2016 PH presidential elections, the next president could derail the modernization, and since of the presidential candidates has expressed his platform on becoming "friendly to China" could have repercussions.

Even if the next Administration is friendly enough toward China, he/she is still obliged to modernized AFP, as it is stands now, Philippine Armed Forces is being the most weakest in Asia (even the tiny Brunei Navy still packs more punch than Phillippine Navy). Your guys has not doing anything toward your armed forces for the last four decades.

Phillippines is a democracy, right? Than allow other filipino like @oproh to voice his sane and objective view against the other filipinos.
