Japan eyes procuring F-35 fighters; gives up on more F-2 jets

The Defense Ministry has set its sights on procuring the F-35 fighter as Japan’s main next-generation fighter aircraft for the Air Self-Defense Force, giving up on an earlier plan to buy more F-2 fighters, ministry and Self-Defense Forces sources said Sunday.

The ministry plans to seek procurement costs for the F-35 in its budget request for fiscal 2012 and is slated to begin full-fledged arrangements for the procurement plan early next year through a selection committee to prepare for the budget request deadline next summer, the sources said.

The ministry was planning to retool its current main F-15 fighters and buy more F-2 jets as a stopgap measure, given the delay in the development of the fifth-generation F-35 stealth fighter capable of flying at supersonic speeds as well as its price increase.

But the ministry has determined that procuring the less functional F-2 aircraft additionally would not be expedient from the standpoint of deterrence and cost, the sources said.

Also considering that China has been mass-producing its own fighter planes that are comparable to the F-15 jets and is seeking to develop a next-generation aircraft, the ministry is eyeing the deployment of about 40 units of the F-35 or other fifth-generation fighters, they said.

Japan’s move would bring an end to domestic production of jet fighters for the first time since 1955 when Mitsubishi Heavy Industries Ltd. began licensed production of the F-86, as the company will have to terminate its production of the F-2 after delivering the aircraft for fiscal 2011 through March 2012.

The Japanese ministry has requested 680 million yen in the fiscal 2011 budget as expenses to obtain information on the capacity of the F-35, which is being jointly developed by nine countries including the United States, Britain and Italy.

But as priority will be placed on deploying the aircraft to countries that are developing them, it is unclear when Japan would be able to procure them. The price tag has also soared from the original quote of about $50 million per unit to $95 million.

Japan's economy is in shambles. I wonder how they can afford 5th gen jets. Perhaps they want to bankrupt themselves to the Stone Age?

To me, the F-2 was a titanic waste of money. Why clone the F-16 (I'm sure there are interesting mods, but still) when they could have bought them and saved billions? Developing a fighter is very, very expensive.

What does Japan have to do to get on board of as a Level 2 partner?

It did end up becoming one of the most advanced F-16s variants in the world though(they have their own AESA radar in the nose). You have to give the Japanese props they have a impressive industry. (especially naval) F-35 is the logical way to go here though. I dont have any doubt the Japanese can roll out impressive 5th gen aircraft. I just dont see them putting in the funds needed when a off the shelf procurement would be the most logical choice as their rivals wont have access to them.

I fail to understand why a country as rich as Japan didnt just buy f-16s block 60s instead! I mean whats the point of wasting all those resources into CLONING a fighter which is already available to them, and then fail with it.. WHAT A WASTE!

I don't think there were any such mods which would have made the F-2 an better than the block 60. Rather it seems more like a Japan just intentionally got into a contract with Lockheed martin just to screw it up after wards. Considering the amount money involved, this deal seems intensely shady. Politics is definitely involved.

To go indigenous.

Think it this way it's different scenario if you build an aircraft from scratch, this way you have better understanding and have a scope for future R & D.

But if you just buy the stuff, Max what you can do is reverse engg ( which is also very tricky )which eventually be inferior and there will be no scope for R & D.

Future Research and development is like a tree, it'll be strong if it has proper roots.

The F-2 is probably the most expensive F-16 ever..
It was based on the Agile falcon..something GD came up with to combat the newer Su-27.. however.. this is more of a stillborn falcon..
supposedly though.. the F-2 has a reduced RCS compared even to the HAVE glass Vipers..
But in the end.. for $80 to $90 mil a pop.. the JASDF might as well buy the F-35.

I was reading about F-35 radar systems,and it says F-35 will operate in passive mode,to enhance its stealth..
With so many F-35's in the sky,if all go into passive mode,there can be serious problems..Same thing happened to many Nuclear submarines,who keep their sonars shut for stealth,and couldn't detect an approaching Nuclear sub..and since both were in passive mode,they collided..
Same can happen to F-35s in close vicinity.

What happened to their "ShinShin" Fighter? I thought Japanese people had a plan for their own fighter as well. They even released its mock-up's pictures.

I certainly doubt that will happen..
F-35's will rarely operate only without supporting assets.
also.. unless they are operating in low visibility.. and without the JSF HMS.. its quite unlikely.
