Palestinians fire Grad rockets with 20 kg shrapnel warhead. The reason that they dont do anything in most cases is thanks to alert systems and Iron Dome.

at least they have bomb shelters and warning systems.....Palestinians dont get much warning before neighbourhoods get bombed. Maybe sometimes they use paper leaflets a few hours in advance.

there are obviously elements on both sides (more so on israeli side, being the much stronger side) that believe collective punishment is the proper way to go about dealing with it

Israel does not make indiscriminate shelling like the Palestinians. When some built up area is attacked thereare warnings issued. leaflets, sms and calls.

Also they can build some with all aid they get from Iran.
