Israeli-Indian JV to make small arms in private sector

Punj Lloyd Ltd has established a 51:49 joint venture with Israel Weapon Industries (IWI). IWI has already supplied guns such as TAVOR assault rifles and UZI SMG to security forces in India and also has other major programs in which its small arms are undergoing trials.

The JV will manufacture components in the first phase for export to Israel, in which nearly 80 per cent of the components of the guns will be made in India. In the second phase, full guns will be made here for supplying to the security forces.


“This JV will be key in enabling India to leapfrog to a higher technological threshold through the adoption of advanced defence technologies. We are confident that with technology transfer from IWI, Punj Lloyd is positioned to manufacture the complete range of IWI products from pistols to light machine guns and specialist weapons like sniper rifles, in addition to providing service to the existing IWI products and support for new orders,” said Atul Punj, chairman, Punj Lloyd.

Industry sources estimate the opportunity of ongoing programs for small arms in internal and national security to be more than Rs 3,000 crore.
Currently, the manufacturing of small arms is completely with the public sector. The Union Cabinet had agreed in 2001 to allow manufacture of small arms in the private sector. Punj Llyod was among the few private firms, along with L&T and Bharat Forge, which had been granted license by DIPP to manufacture small arms in India in 2001-02. The production, however, could not start because the Home Ministry did not provide the clearance.

Punj Lloyd has proposed a solution for upgunning of the existing 130 mm M46 gun held with the Indian Army. The upgrade involves replacement of the existing 130 mm barrel, muzzle brake, breech block and associated modification to the recoil system of the existing gun. The new gun will be modified to 155 mm/45 cal capable of firing the entire family of 155 mm standard NATO ammunition as per JBMo.

It's a great step for the security and military forces in India.

For the private manufacturing firms in India, it is a huge slap on their faces, it points towards sheer incompetency that they cannot design and develop small arms without foreign help. A tiny little firm like Keltec here can churn out innovative firearms and manufacturing giants in India are sucking there thumbs.

  • In the first phase the company will produce spare parts for small arms for export to Israel.
  • It is anticipated that India will produce up to 80% of the parts produced by IWI in Israel for the Tavor and other types of firearms.
  • In the second stage the company will engage in joint development of new types of weapons, from pistols to machine guns.
  • IWI, in addition to Tavor, also manufactures
    • sub-machine guns {Uzi),
    • submachine guns automatic rifle,
    • pistols (Jericho, Barack and the Desert Eagle)
    • light machine guns (the Negev).

So will this be an end to our infantry man's wait??? Last year army had scrapped a 4year old assault rifle tender.
I didnot read anything about replacement of INSAS. Is it just about the production?? <confused>

I don't think so, the IA is still interested in a multi-calibre weapon and DRDO are working on their MCIWS to be the next stanadard issue rifle:

Do you know the schedule when this is supposed to go through final stress tests + certification and then when full production will commence?

Good thing, we need more such JV's. Another five years down the lane we should expect locally designed and manufactured small arms which will cost effective for Armed forces.
