ISI asks CDA to avoid direct interactions with foreign diplomats

“I don’t remember the exact issue but I think the Iranian embassy wants to renovate its building in F-6. I have already nominated my focal person who is dealing with the embassy staff,” the mayor said.

However, a CDA officer on the condition of anonymity said the meeting between the ISI officer and the mayor was already planned and had nothing to do with the visit of the Iranian diplomat.

Another officer of the CDA added that there were chances that the ISI officer had also discussed the reconstruction of the US embassy building in violation of the bylaws as recently pointed out by auditors.

The CDA is the custodian of Diplomatic Enclave which houses embassies and foreign missions. The embassies often interact with the CDA for resolving their municipal issues.

The CDA also allocates land for the embassies and being regulatory body approves their building plans. Currently, the civic agency is in hot water for its failure to stop the violation of bylaws in the reconstruction of the US embassy building as highlighted by the Auditor General of Pakistan (AGP).

The AGP report said the CDA board in June 2012 had decided to increase the floor area of the building. It had also decided that the number of storeys would be ground-plus seven.

The report said it was decided that before the implementation of the decision the case would be forwarded to the Cabinet Division for the approval of the prime minister. The board had also decided to hold on the no-objection certificate (NOC) for the embassy building till a final decision by the prime minister.

The federal auditors said the building control directorate of the civic agency had approved the building plan of the US embassy in January 2012, covering 1,734,212.23 square feet for eight floors in contradiction of the bylaws. But the civic agency in June the same year decided that the revision of the building bylaws would be forwarded to the prime minister.

The auditors said though an approval by the prime minister was pending, the construction of the embassy building was started and was now near completion.

The CDA took no action to stop the construction work. In 2012, security agencies complained to the then CDA chairman that upon completion the eight-storey US embassy building would overlook most of the ministries and other official buildings in the vicinity.

Corruption is truth, in both civil and and military institutions

One part comprises angels and holy cows while others are devils, that's not possible in a society. Either the whole society is corrupt or it's not.

The truth about Pakistan is that the whole society is corrupt, and same goes for almost every third world country. Corruption is the main reason they are called third world.
Without corruption, even the weaker economy has least threats.

History tell us that Army Generals r sold out to foreign powers.They r paltu of foreign powers.we should tell Army Generals and ISI to avoid direct communication to their Masters abroad...Take an example of Musharraf He gave Air bases to Americans and after so many years his own bygarat core commanders r telling us that we were not aware about it.They even allow CIA offices in Tribal Areas.They allow Americans forces to land on balouchistan from sea.According to american army they have install 2 radars in Pakistani Air bases which can cover whOle Pakistani Air space.This not a security breach??This is not a ghaddari?These bygarat Generals sell every thing Security,Pride,Peoples just to get a job in Pantagon or in American think tank.This is reality..Thats why Khamini hang army Generals when in Inqlab a iran. He said that u don't benefit us u benefit enemies.Same is the case in Pakistan...

There is a reason why Pakistan still exists and is not immersed in sectarian or territorial civil war like Afghanistan, Syria or Iraq, and that reason is not divine intervention alone. A country, if becomes corrupt to the core with no exceptions, goes down the same road as Afghanistan.

Your concept is completely wrong, there ARE a lot of honest people in Pakistan who do their job with integrity, pay their due taxes, follow the law in general and would not take a single undeserved penny. I personally know people who were sitting in Govt. positions where they could have earned millions and yet live in simple 5 marla houses after retirement.

There is a very simple litmus test, ask yourself if you are corrupt or not. If you are corrupt yourself, you have no right to call the society corrupt, if you are not, than there are surly many more like you.

Raymond Davis's book is a cheap work of fiction, if you believe everything your enemies say about you then you are the stupidest person in the whole world.

When you are all-powerful and without checks/balances, the greater responsibility falls upon you to make things right or better and you will be judged for it.

Raymond Davis's book is a cheap work of fiction,
There is reason and means by which Raymond Davis got out of Pakistan. He didn't has wings and just flied out of prison.
He couldn't get out, if establishment wanted to keep him in Pakistan.
Now Pakistanis should come up with their version of story, instead of just negating and abusing Davis.
