Is Rs 20 Stamp paper discontinued ?

I'm not sure where to ask this question so I decided to post it here.... I'm going to get admission in a university (not gonna tell which one it will be) and I'll have to get a hope certificate/Affidavit notarized on a Rs 20 Stamp paper. So today I went to a Stamp chamber and the man in charge told that Rs 20 Stamp paper has been discontinued.

Is it true or can I still get it from court or somewhere else ?
