Is Pakistan already a bankrupt state?

Here’s another point that very few Pakistanis are debating...is Daimler Basha the dam that needs building? IK spent a lot of time in his address talking about water shortage etc but the really important dam to build for that would have been the Kalabagh Dam. Daimler Basha is upstream of Mangla dam and would probably have severe limitations for canal construction because of its location. It’s primarily a hydro power project, important no doubt but 10 years too late, what with the rash of power projects already signed on for. Kalabagh Dam is more controversial with different provinces having objections but that would be the project with the greatest use of water for irrigation. Also, that would be easier to secure funding from international lenders than Diamer Basha for which the lending agencies have already refused citing Indian objections.
As I said earlier and I am only bothering with this thread on the assumption that this is a serious discussion and not point scoring - I mean if we want that I all cool with that. But assuming this is thread has positive intent then note the following -

  • Prime Minister does not beg his people but mobilizes them. When Modi began his toilet campaign was he begging them to dump inside? Or mobilizing them to adopt clean habits?
  • Building dams has too often turned into political infighting between provinces, vested interests. Kalabagh was one such victim of politics.
  • Pakistan is not bankrupt. We don't collect enough taxes which are at 12% of GDP compared to 22% in India. If Pakistan collected taxes like India we would have twice more money in the budget and there would be plenty to go around.
  • Prime Minister Imran has mobilized the country. He is trying to build a wave of national energy that he can direct into building Pakistan. He has done that on smaller scale with hospitals etc. Now it is at national level.

I think all Indian "economic experts" should focus more on building toilets, instead of worrying about dam construction and bankruptcy in a neighboring country...

I stand corrected, meant Tarbela
Although upstream of Tarbela but Bhasha can act as reserve store. When needed the excess amount can be released into the Indus which will thenflow down to Tarbela and the irrigation system. It can act as a upper storeage point. Water can be retained there in periods of excess and then released downstream into the system in periods of deficits. No canals are needed. when Tarbela level drops Bhasha can feed it from upstream via Inds River.

I made no point on the thread topic itself, just a thought about so much focus on a dam which will do very little irrigationand almost no focus on that by Pakistanis here.

Why not just build the darn toilets and let us the Pakistani people worry about contributing towards building of Pakistani dams.

It will have direct bearing on irrigation. As Bhasha will be on the Indus River upstream of the entire irrigation system it will act as the 'master store'. Whe needed the water can be released into Indus which will flow down into the system.

Yes, that’s the theory. However since Tarbela is also a primarily for electricity generation, it’s not
Going to substantially alter irrigation. Will increase life of Tarbela but if you want massive irrigation, there’s no alternative to Kalabagh.
