Is Defence.pk blocked in Chandigarh?

At present, I am in Chandigarh. I am on Reliance network. While opening Defence.pk, I am getting a message that say that this site is blocked. Is anybody experience that same problem

I am using Hola and set my location to UK to access this site.

Reliance networks blocks this url. You can open it on other networks. BSNL works just fine.

I guess problem is with Reliance broadband.
