One of the major CPC character in public policy is that they dont take risks and prefers overkill. The incubation of covid is 14 days? Then set Wuhan reopen standard to 28 consecutive days without new case. Want to shorten the period for new out breaks? Then just test everyone. You want vaccine as soon as possible? Then we invest all 4 potential vaccine technique in case of any failure. This is how we can achieve fatest recover from covid and 3.2% growth for Q2. This is what competent gov and strongest industrial capacity can do. Of course, for country without both of them, any preventive measure can be interpreted as sign of disaster. However it's the normal for you, not us.

Food security beyond grains and vegetables is overrated. There is no need for china to waste billions of liters of water which is a scarce commodity there to grow pork or beef. It can import from lands with more plentiful water like usa or brazil.
