US-led forces fought with ISIS in many other sectors before they had the opportunity to liberate Raqqa and Mosul in Syria and Iraq respectively (2014 - 2017; both strongholds fell in 2017). USAF have conducted thousands of sorties and subjected ISIS elements on the ground to thousands of strikes (precision munitions used) across Syria and Iraq since 2014. In fact, sheer intensity of American bombing of Raqqa in 2017 gave even Russians a pause who are notorious for their indiscriminate bombing tactics. Raqqa is in ruins, beyond recognition (Sad...I know).

You have selective judgements, my friend. I study important course of events carefully, and do not excercise selective judgements.
I am aware of Iranian contributions to war-effort against ISIS in Syria and Iraq but ISIS was too massive and well-equipped for Iran to handle on its own. Iran never had sufficient troops, allies and reach to strike at ISIS across Syria and Iraq with impunity. Only US could do the needful.

Bashar al-Assad is responsible for the Civil War and subsequent destruction of Syria (2011 - ongoing). Russia and Iran are his partners in crime actualy.
US (Obama administration) decided to strike at ISIS in 2014 due to the fact that this movement was orchestrated by former Ba'athists who wanted to avenge death of Saddam Hussein in Iraq and topple its new government.
US took advantage of Civil War in Syria and expanded its theater of operations against ISIS from Iraq to Syria in 2015, but restricted its mandate to defeating ISIS in Syria. There is a much deeper backstory to these course of events, and I have covered it another thread.
Look! I fully recognize mischief of US and Israel in global politics, but I am not into narrative-building. I will always try to highlight facts, in neutral fashion. You should too.
