Iran turns down Indian company’s offer to develop gas field

Following years of dawdling over development of Iran's Farzad B gas field by Indian companies, Iran has rejected the latest package proposed by an Indian delegation for the development of the field.

According to Fars news agency, the package was presented to Iranian officials during a recent visit to the country by an Indian delegation, which was headed by Shri Ashutosh Jindal, the director of Indian Ministry of Petroleum and Natural Gas.

The Indian delegates sought to convince Iranian Ministry of Petroleum to give development of the field to the Indian company without a tender bid.

According to an informed source speaking on condition of anonymity, India has offered a complete package for the development of Farzad B gas field, which includes swapping the field’s gas with natural gas produced by other Iranian fields in Chabahar port, and construction of a pipeline to take the surplus gas of the field to India.

India’s ONGC Videsh offered its revised development plan for the field in 2010 according to which the company was expected to recover 60 percent of the field’s estimated gas reserves. However, it failed to live up to its promises when the United States and European Union imposed sanctions on Iran, banning any investment in Iran's energy sector above USD 20 million.

The sanctions were imposed at the beginning of 2012, with the goal of preventing other countries from cooperating with Iranian banks and energy sector.

The restrictive measures were imposed over allegations about possible diversion in Iran's nuclear program toward military objectives. Iran categorically rejected the allegation.

Iran and the P5+1 group of countries – the US, the UK, France, Germany, Russia and China – reached a mutual understanding on April 2 in the Swiss city of Lausanne as a prelude to a comprehensive deal before a self-designated deadline at the end of June. A key point of Lausanne statement was a promise to lift a series of sanctions on Iranian economy.

Farzad B gas field is estimated to hold 21.68 trillion cubic feet (tcf) of gas in place, of which 12.8 tcf is recoverable.

A number of international oil giants have also voiced interest in returning to Iran's oil and gas sector, including Italy's Eni, France's Total and Royal Dutch Shell. The companies’ executives have said they are already looking into Iran's post-sanctions business potentials.

Robin Mills, head of consulting at Dubai-based Manaar Energy. Stated that there is a strategic element from the Indian side.

Iran could rapidly develop as a destination for global investors if Western sanctions are lifted, and Modi is keen to fast-track the port project before Tehran has time to rethink.


"I think India should try to push ahead and take advantage wherever they can before Iran changes its mind," Mills said.

I would like to know if the Indian offer was turned down owing to present talks going on to ease curbs on Iran or does Iran wish to involve more parties and develop the project through an international global tendering.

Both countries have a warm relationship and even if Iran wishes to go in some other manner, it is well within its rights, something India will respect.

When US put pressure on India, that time there was Congress ruling the country, which is the reason why we delayed in our actions and this is what happened.

BTW you seem to be in love with Congress for the disasters that it has done to our country isn't it?

Yeah we er..'Hindutvas' prefer to see our country taking bold decisions independently off anyone's influences. Like how we took initiatives with Iran when Vajpayee government was in power.

It's not about just developing an oil / gas field. When you give a contract to foreign oil company, you are leveraging that foreign country's clout as well.

Obviously the clout Russian / Western oil companies can provide is something the Iranians will definitely take into account.

As far as I know, Indian companies had themselves determined that mining the Farzad-B gas field would be commercially unviable, at least with the technologies they possessed. After that, the Iranian govt had selected a domestic company to develop the field. (This is what I was told, some years back.) Both ONGC and another Indian company had come to the same conclusion.

Disagree completely with this statement. Only selected few brave westerners (in other words Govt.Companies) would be eager to set operations in Iran initially. A decade or even five years down the line, it could be different.

I know that my statement is incompatible with the source of the OP, which is why I began my post with "I'm not sure." But I have provided news clips from 20013 (there are also a few from 2009), saying that ONGC had declined to pursue exploring the Farzad-B field. "Those news sources don't agree with what you say!", to reply in a similar manner to you.

P.S: I have not trolled. Are you sure what that word means?

Hindutvas or Isalmists or Fashionistas, doesn't matter. The mistakes made during the congress reign are as many as the positives that are attributed to them. The last 10 years of congress rule ;especially the second term were particularly bad. Scams after scams after scams.
