Tehran, Dec 15, IRNA -- Iran currently ranks fifth in key research and second in the growth of scientific production in the world, Minister of Science, Research and Technology Mansour Gholami said on Tuesday.

Iran has indeed made great progress in R&D and scientific research. Iran roughly graduates the same number of engineers and post graduates as Russia, nearly half of them women. Iran would even progress more if the idiotic mullahs removed some of the hijab nonsense and social restrictions that are stifling Iranian society and leading to a brain drain. Even Arabs, whose religion the Iranians adopted 1400 years ago have moved beyond social restrictions. Pakistan, Turkey and most of the Arab world do not have any social restrictions on female attire. Maybe iran is doing great in science but what hijab have to do with science, why librals dont not leave a sec to bash islam when ever they get chance. its Irans choice it was you made your choice to leave iran for what ever reason but let others live let them have freedom to chose what ever majority likes.

Seriously, this is lazy argumentation. Iranians can literally not pay for international services. At least not directly. The top journals you need to pay for in order to publish. I think it is amazing that they still have a scientific production in this condition.

It would not matter who is president if the universities can't pay for the publishing.

They couldn't have done that in 2009 either, and yet our growth rate was 1st in the world and 11 times faster than the average.

And who told you that Iranians can't pay for international services? There are tens of online services for paying your submission and article processing fees. So, that's really a lame excuse. Not to mention that many subscription-based journals are completely free of charge and there are even many open-access journals that are free of charge too. And just to correct you, top journals usually don't charge any fees at all, at least in many majors that I am aware of.
