When it comes to doing the bidding of enemies, spies are the simplest form of agents.

Imagine someone that can influence the decision making of a country. This guy is not an spy but he can do an unimaginable damage to own country. This kind of saboteur cannot be identified by intelligence forces, he or she can change the minds of influential people and decision makers, hence they are able to change political and power structure of a country.

The second type of saboteurs are the most dangerous kind, most of them can be found among the people educated in wesrern universities/countries. It is absolutely hard to expose them to public until the damage is sensible for everyone.

Akbari was an important agent for MI6 but at least he was an spy not a brainwashed decision maker in the governmental body.
