The Cabinet of Ministers in a meeting on Sun., headed by President Hassan Rouhani, approved the final draft of a 25-year comprehensive cooperation between Islamic Republic of Iran and China.

In this meeting, President Rouhani pointed to the age-old historical ties between the two countries of Iran and China and added, “The historical relations between the two countries have been manifested in various cultural, economic and political fields.”

He termed the new condition in bilateral ties between the two countries ‘strategic importance’ and added, “advancement of strategic participation between the two countries in regional and international relations based on win-win approach is the main and basic objective of this long-term plan.”

This cooperation lays the ground for Iran-China participation in basic projects and development infrastructures including “Belt-Road” project and will provide an opportunity for the attraction of investment in various economic fields such as industry, tourism, communications and information technology [ICT], he emphasized.

Stressing on expanding cooperation between the two countries in the field of energy, Rouhani termed the agreement on this comprehensive plan as a positive step towards increasing the significance of global energy and sustainable development of oil and gas resources as well as renewable energies.

Rouhani also considered joint investment of the two countries in the development of free zones ‘beneficial’ in promoting the role of these zones in international production and trade.

Following the study of a 25-year comprehensive cooperation plan between Iran and China, Iranian Ministry of Foreign Affairs was tasked to pave suitable ways for two concerned parties in signing and sealing the plan based on long-term mutual interests.

China as export nation, manufacturing base, external relation, external trades began in Southeast Asia. Chinese merchants especially traded extensively with Spainish colony Philippines. It began when the Ming emperor demanded taxes to be paid in silver.

But how much trades between the Han and Persia and between the Han or the Ming and SE Asia?

China traded in the past more with SE Asia than any country in the world. Even today China trades more with Asean than the US or EU.

Sure, trade volume is much greater in a globalized world than ever before. But we are talking about historical start times, which are still significant.

Zhang Qian (Chinese: 張騫; died c. 114 BC)[1] was a Chinese official and diplomat who served as an imperial envoy to the world outside of China in the late 2nd century BC during the Han dynasty. He was one of the first official diplomats to bring back valuable information about Central Asia, including the Greco-Bactrian remains of the Macedonian Empire as well as the Parthian Empire, to the Han dynasty imperial court, then ruled by Emperor Wu of Han.

He played an important pioneering role for the future Chinese conquest of lands west of Xinjiang, including swaths of Central Asia and even lands south of the Hindu Kush (see Protectorate of the Western Regions).

Today, Zhang Qian's travels are associated with the major route of transcontinental trade, the Silk Road. His missions opened trade routes between East and West and exposed different products and kingdoms to each other through trade. Zhang's accounts were compiled by Sima Qian in the 1st century BC. The Central Asian parts of the Silk Road routes were expanded around 114 BC largely through the missions of and exploration by Zhang Qian.[2] Today, Zhang is considered a Chinese national hero and revered for the key role he played in opening China to the wider world of commercial trade.

Tehran-Beijing 25-Year Roadmap a Prestigious Contract

Asenior Iranian diplomat said the 25-year roadmap for cooperation with China indicates the country’s strategic ties with a key Asian power and is an honorable deal despite social media criticism.

“This roadmap outlines a 25-year vision [for cooperation] with China and despite the great deal of lies about it on social media, it is a prestigious document,” Foreign Ministry Spokesman Abbas Mousavi said at a press conference in Isfahan Province on Thursday, ISNA reported.

Iran prepared a 25-year roadmap for strategic relations with China and Foreign Minister Mohammad Javad Zarif presented it to Chinese authorities during his visit to Beijing in early 2019. The government reviewed and approved the final draft of the document in late June.

Mousavi said negotiations with the Chinese side are ongoing and the contract has not been finalized yet.

“If talks with China are successful, this document will have to be ratified by people’s representatives in parliament for finalization and there is no secrecy,” he said.

The contract has been criticized by those who argue that the contract favors China.

Mousavi said such biased propaganda about the issue is spread by those who are against Tehran’s relations with Beijing.

“It is predicted that in the near future, China will become the world’s leading economic power,” he said, advising against giving credence to comments by the agents of Israel and the United States.
