India, Iran and Afghanistan have signed a tripartite agreement to turn the Iranian port of Chabahar into a transit hub bypassing Pakistan, which has been the only route for war-stricken Afghanistan to the Indian Ocean.

"The agreement can change the course of history in this region," Indian Prime Minister Narendra Modi said on Monday during his visit to Tehran.

The accord, which calls for joint investments, will significantly boost the role of the under-tapped port of Chabahar. Once the project is realised, it will connect India to Afghanistan and central Asia, while Kabul will get an alternate route to the Indian Ocean.

"The idea is that if Chabahar is developed it would give India the equivalent of an alternate route from India through the sea route to Chabahar and from then on the land route that would lead through Iran to Afghanistan," Uday Bhaskar, the director of Society for Policy Studies, said.

India agreed on Monday to finance the development of the port as a regional hub, as Modi sought to revive economic ties with Tehran after the lifting of sanctions.

Regional opportunities

The Indian leader met Iranian officials including supreme leader Ayatollah Ali Khamenei and President Hassan Rouhani during a visit that he said would mark "a new chapter in our strategic partnership".

Modi and Rouhani oversaw the signing of a memorandum of understanding for the provision of a $500m line of credit.

"Today is an important and historical day of development of relations between the three countries," Rouhani said in a televised speech, seated between the two other leaders.

"From Tehran, New Delhi and Kabul, this is a crucial message ... that the path to progress for regional countries goes through joint cooperation and utilising regional opportunities."

The deal is crucial for the landlocked Afghanistan, as it changes the geopolitics of the region and is seen as a way out of its dependency on Pakistan.

Alternate route

The Afghan president praised his counterparts and said the Chabahar partnership was only the beginning.

"Our will starts from Chabahar today, but its end will be an all-out comprehensive development and economic-cultural cooperation," said Ghani.

The tripartite deal is likely to upset China, the greatest economic rival of India in Asia, and Pakistan, which has been the only transit route for Afghanistan to the Indian Ocean.

Chabahar is not very far from the Pakistan port city of Gwadar, which is being developed by China.

"There is a strategic dimension which is that India will have its own connectivity options that bypasses Gwadar. And concurrently since India does not have access to Afghanistan and central Asia because of obstacles being raised by Pakistan," Bhaskar said.

"Clearly if Chabahar is realised it would be the kind of alternate route that would really not cause much comfort and happiness for China and Pakistan," he told Al Jazeera.

The volume of trade between Iran and India in the past 11 months reached $9bn, according to Iran's official IRNA news agency.

Tehran was New Delhi's second largest oil supplier until 2011-12, when the sanctions cut its dependence on Iranian oil.

The clown didnt failed to mention Gawadar although it have nothing to do with India, Chah bahar and Iran :D

the story behind this case is that India begged Pakistan for transit till Afghanistan for years, from where they can reach central asia.. which is always shortest route for India even after completion of Chah bahaar it will be most feasible route for India .. but Pakistan rejected it bcoz it fears that cheap Indian products will kill local industry and take over all Afghan, little central Asian trade from Pakistan.. also Indian trade through Pakistan will always be security risk for Pakistan..

so after Pakistan rejected they started talks with Iran in 90's which they conclude few days ago for 200 million...

thing is 200 million is what we baniyas call here as "bohnnee" or starting ammount india has planned to invest at least 5 billion$$s in three phases over next decade

That is the kind of mentality that will turn Pakistan into another North Korea I am afraid. Stop patronizing, instead of earning on the amount of goods that would be have passed via Pakistan, now it's Iran that will reap benefits, guess who is the loser ?

Pakistan with all its political issues with India should keep the economic dimension separate, the same way China and India does. The region need economic integration and it would be silly for Pakistan to put all its eggs in the CPEC basket.

I for one would prefer that all the available routes be used for commerce, including those of Pakistan. Bypassing Pakistan is lose-lose situation for the region in the bigger scheme of things. Hope that policy makers in Pakistan come to their senses rather than later.

Next step is to reach the market of central Asia especially Pharma,textile and Patro chemical products and if possible revive the Ayani and Fakhror base project, they are our ally since Northern Alliance time.

You should let the market decide which industry die or which one survive, the consumer will be a winner because of market competition and thus in bigger scheme of things it's a win situation .

sorry to burst your bubbles but india will never be able to bypass pakistan truly if they want access to afghanistan they will have to court pakistan to a certain extent main afghan cities are far closer to pakistani side,Indian ships will also have to go through pakistani waters esp since pakistan has extended it's maritime territory even further lol if anything indians relying on this route this will make indian and afghan trade even more vulnerable and dependant on pakistan esp if pakistan navy become aggressive like china .As much as indians like to tout this strategic partnership with afghanistan -pakistan despite the tensions has always been afghanistan's largest trading partner

point is why should afghanistan be botherred about what pakistan says on this issue pakistan or pakistani tax payer is not funding this project or are they ?

my friend it would have been great if they had allowed land route to india they dint ... its OK cause its there land and there rules we (india and Iran and Afghanistan) should and are now doing the alternate thing and lets focus on that only and make it even better for owr future genration than wasting time on what competition thinks about it .... as they say nothing succeeds like success

no thanks, we build those industries with sacrifices of 70 years, we dont want to ruin them for sack of Afghani, our labor is not committing thousands of suicide is very satisfactory for us..

Frankly I am bothered more by the ignorance of some of the posters and also the Pakistani policy makers than anything else.
Remember we live in a neighbourhood so cant really ignore Pakistan as such, if we are to really succeed then we need to succeed as a whole.
