MANILA, Philippines - The governments of the Philippines and Japan on Friday officially signed a $2-billion loan facility for the construction of what will become the country's largest railway system.

The loan assistance, extended by the Japan International Cooperation Agency (JICA), will finance the government part of the North-South Commuter Railway Project that will run from Malolos in Bulacan to Tutuban in Manila.

According to a statement, the loan will be the "largest scale assistance ever extended by JICA to any country for a single project." The loan will be payable for 40 years, inclusive of a 10-year grace period.

It carries an interest rate of 0.10 percent per year for non-consulting services, and 0.01 percent per annum for consulting services, the statement read.

The loan agreement was signed by Finance Secretary Cesar Purisima for the Philippines and JICA chief representative Noriaki Niwa for Japan in ceremonies held in Makati on Friday.

"Japan is one of our strongest development partners in the world... Thus, we thank the government and people of Japan for the faith they have put in our economic partnership and for the investment they have put in our future," Purisima said.

For his part, Niwa noted that the project, which targets commercial operations by 2020, will help ease traffic congestion in Metro Manila.

"It's timely for the Philippines to start its railway projects to ease traffic and improve mobility of logistics and ordinary commuters," Niwa was quoted as saying in the statement.

"By helping develop Metro Manila's mass transit system, we can expand growth and develop surrounding communities," he added.

The project, being bid out under the public-private partnership (PPP) initiative, will have two phases with commercial operations targeted by year 2020.

The first phase, to be funded by the JICA official development assistance, will involve the construction of 36.7-kilometer elevated commuter railway from Malolos to Tutuban.

The second phase, to be undertaken by the PPP bid winner, will extend the line to Calamba in Laguna and farther to Legaspi, Albay an Matnog in Sorsogon. The PPP contract involves also the rehabilitation of the railway lines.

On Thursday, the PPP Center announced it has extended the deadline of bid submission for the phase two of the railway project to Feb. 1, 2016. The original deadline was set for Tuesday.

Companies that bought bid documents for the project were Ayala Corp., San Miguel Corp. and Metro Pacific Investments Corp.

I just hope this won't run into anything political (North Rail Project) or conflict between parties (grand central station for Manila LRT-1, MRT-3 and the yet-to-be-constructed MRT-7)

Anyways, more railways are also needed outside Luzon, such as in Visayas and Mindanao. :-)

I also remember that JICA made a proposal for a subway within Metro Manila.

Yes, in fact there are feasibility studies being conducted realtime for proposed railway construction in Panay Island, Cebu, Negros, Samar-Leyte as well as the whole of Mindanao. :)

@Cossack25A1 , so you realize how important the Philippines is to Japan and how deeply vested in the development of our southern Archipelagic brethren, the Filipino people.

The future of Japan is now intrinsically linked to the Philippines. From financial, developmental to security parameters, our interests are now conjoined.

Well that elevated railway from Malolos to Tutuban is a new one, probably a very recent proposal and approved since I have only read the other rail way that is yet to be constructed (MRT-7) but has not yet began construction. Anyways, this would also help other people from the North to go here without using "traditional" transportation modes.

i think this will conpensate for losing a hsr contract in indoneasia to china. nevertheless japan makes very nice trains. infact they tested the fastest trainin the world the SCmaglev, it did 373mph!

The loss in Indonesia was minor, as there are various projects in Indonesia that we are gaining as well. Project procurement is not a zero sum aspect for Japanese delegation, my friend. In fact, the recent loss to China was used as a conduit , or catalyst if you may, for revisions in Japanese loan schema , more so in lowering interest rates that in long term will strengthen Japanese choice to foreign partners. As we speak we are also securing a development project with Malaysia.

Well, it is only oproh/opruh who has a deviating opinion considering his posts. Most of us Filipino are happy about this news. :)

The only issue of high-speed trains here in the Philippines are the tracks - I have heard and read somewhere that the PNR doesn't use standard gauge tracks, and the only railway system that uses standard gauge tracks are the LRT-MRT system. If there is a proposal for a high-speed rail in the future, new tracks would be constructed.

Pwede rin na peke sya, pinatatamaan palagi ang Vietnam, Japan at India... o isang dayo na nakatira dito sa Pilipinas.

yes japan is quiet new to exporting hightech kit. compeatng with china interm of financail conditioners is just the wrongway to aproach it. they will cutout any competiter by a large margin,as there are known to be very agressive when it coes to compeating for a tender. japan should'nt focus too much on financail condions too much buch focus on export "world class" hgv's. but the $2 billion loan would be a long term(25+ years) soft loan.

also i would like to point out the philipines, malaysia and vietnam is free to japan to take as they have outstanding issues with china. but in not so sure with malaysia to be honest. but vietnam is definatly a very good oppertunity and one that japanese companies are eyeing.

also i would like to point out the philipines, malaysia and vietnam is free to japan to take as they have outstanding issues with china. but in not so sure with malaysia to be honest. but vietnam is definatly a very good oppertunity and one that japanese companies are eyeing.

Japan economy is shrinking every year and their money is becoming lesser and lesser every year. Of cos Japan need to focus more on money/financial when comes to all this dealing. China on other hand has plenty of money and that is why your UK government is aggressive courting us. China investment is a long run project that do not look for short term profit and we can afford to wait long before it bear fruits. Its more about building politic relation and lay the foundation for bigger things in future.
