International aid for Pakistan has stopped, says UN

WITH VAST areas of Pakistan still under water and no end in sight to the country’s misery, the United Nations said yesterday the flow of international aid had ground to a halt.

Charities and UN agencies issued a fresh appeal for funding and warned that thousands of people could still die from disease and hunger.

They painted a picture of a country still in desperate need more than a month after torrential rain washed away bridges, roads and homes plunging the country into crisis.

Pakistan’s reputation for corruption and its role as a haven for extremist groups has been blamed for hampering donations to an emergency that has killed at least 1,600 people and affected 17 million.

Yesterday the International Committee of the Red Cross also said aid deliveries were being affected by unrest among flood victims angered at delays.

Although flood waters have receded in some places, aid workers say they are still working at full stretch.

“Given the number of those in need, this is a humanitarian operation of unprecedented scale,” said Manuel Bessler, head of the UN’s co-ordination agency OCHA. “We need to reach at least eight million people, from the Karakoram mountain range in the north to the Arabian Sea in the south.”

Thousands remain trapped by floodwaters in the hardest-hit southern province of Sindh, while others are complaining of going without food or water for days and some are being forced to live in the rubble of their ruined homes.

However, despite the intense need the UN said donations had stalled since the beginning of the week, rising from $274 million to only $291 million – less than two-thirds of the money needed to keep people alive.

Tammy Hasselfeldt, chair of Pakistan Humanitarian Forum, an umbrella group of charities, said: “The crisis is far from over. In fact, we are now entering the most difficult stages.

“Unless we can act fast enough, children and other vulnerable people may succumb.”

Jacques de Maio, of the ICRC, said his staff had been forced to abandon distributions as crowds turned violent.

“What we are detecting is a very worrying trend of areas where. . . people are so in need, so resentful of not getting enough aid, that they turn understandably aggressive and this is bad because it doesn’t help in our efforts to reach more of them,” he said, adding that the trend could threaten future deliveries.

Meanwhile, a senior Pakistani diplomat has called for an inquiry into allegations that rich landowners diverted water into unprotected villages during the floods to save their own crops.

Abdullah Hussain Haroon, Pakistan’s ambassador to the UN, said there was evidence that landlords had allowed banks to be burst.

“It is suggested in some areas, those to be protected were allowed – had allowed – levies to be burst on opposite sides to take the water away. If that is happening the government should be inquiring,” he said in an interview with the BBC

When the West views you as a terrorist country and the current recession, its surprising that Pakistan even got to a billion this quickly.

when PM of pakistan makes a statement saying not to distribute aid via NGO & distribute it through GOP, obviously people are going to be scepticle considering the reputation of ruling elite in pakistan. however i hope more people would come forward & help these helpless people.
i am glad that people like imran khan doing a great job & hope they take leaf out of him.

International Aids have been extended to thePeople of Pakistan who are affected by calamity based on the face value of Natural Disaster and not because of reputation of Pakistan.

Q+A: What does the $450 million IMF flood aid mean for Pakistan?

(Reuters) - The International Monetary Fund (IMF) said on Thursday it will give Pakistan $450 million in emergency flood aid and disburse the funds in September to help the country's economy cope with the disaster.

Severe flooding in Pakistan has destroyed cropland and livestock and displaced millions of people, causing damage the government has estimated at $43 billion, or almost one quarter of the South Asian nation's 2009/10 gross domestic product (GDP).

The IMF is also holding talks with a delegation led by Pakistan's Finance Minister Abdul Hafeez Shaikh on reorganizing the terms of an $11 billion IMF loan program, though it has stressed the need for the country's commitment to reforms.

Here are some questions and answers about the emergency aid, the existing IMF program and reforms in Pakistan:

IS THE EMERGENCY FLOOD AID ENOUGH?

In terms of the government's damage assessment, the $450 million figure looks small. However, the fact that the IMF is giving money to Pakistan sends positive signals to other international donors and countries.

Also, while the government has estimated flood losses at $43 billion, the World Bank and the Asian Development Bank have yet to complete their damage assessment, so it will be difficult to put the figure into perspective.

But for immediate relief, the aid seems enough as Pakistan is likely to go into another IMF program by the end of the year, which is likely to factor in the flood cost.

If indeed the government's assessment is correct, then the IMF aid is too small.

Nevertheless, the assistance does lend support to the credibility of the government, which has been criticized for its slow response to the disaster and for a perception that it failed to mobilize a sufficient response from donors.

The aid will make a difference because it is not part of the existing $11 billion IMF package. It is essential it arrives soon and that it is visible to a public which is getting increasingly angry with the government.

DOES THE AID MEAN THE IMF IS SATISFIED WITH PAKISTAN?

No. The emergency flood aid is not related to Pakistan's economic progress. But while the IMF is sure to push Pakistan for economic reforms, it has been generous and charitable, despite regular slippage on targets, mainly on the fiscal side.

A major reason for the IMF's generosity is that Pakistan is an ally the U.S. views as crucial in the fight against militancy.

Supporting Pakistan's economy is critical to avoiding social unrest that could lead to instability.

WHAT DOES THE IMF WANT FROM PAKISTAN?

Pakistan turned to the IMF for an emergency package of $7.6 billion in November 2008 to avert a balance of payments crisis and shore up reserves. The loan was increased to $11.3 billion in July last year, and the central bank received a fifth tranche of $1.13 billion in May. The sixth tranche is due soon.

Under the 2008 loan program, the government pledged to implement tax and energy sector reforms, show fiscal discipline, and give full autonomy to the State Bank of Pakistan. However, the country has been missing the IMF targets regularly.

Pakistan would have to implement a value added tax by October 1 and eliminate electricity tariffs to be eligible for the sixth tranche. It would also have to curtail its expenditure and try to bring down its fiscal deficit.

The budget deficit is expected to climb to 6-7 percent of GDP in the 2010/11 (July-June) fiscal year as a result of the floods, the prime minister said. That compared with a target of 4 percent of GDP.

CAN THE GOVERNMENT IMPLEMENT REFORMS?

Tough question. The government has been slow in implementing reforms because of a lack of focus and political bickering. Officials say it has no choice but to at least show a clear commitment to reforms and initiate the implementation.

Some analysts say any further financing from the IMF will be tough to get without action on reforms. Others feel that given the strategic importance of Pakistan, the IMF may still come to the rescue again on assurances and commitments to reforms.

LOL another Indian with the Introspection nonsense. Take into account the global economic downturn, donor fatigue and general lethargy... And there you have it.

ISLAMABAD, Sep 3 (APP): Pakistan has received aid commitments of US $ 1014.23 million from various countries for the flood affected people till September 2.“We have received an aid commitment of US $ $ 1014.23 million from various countries for the flood affected people till September 2, 2010 “, Zafar Hasan Reza, a senior official of the Economic Affairs Division told APP.He said that out of the total commitments of US $ 1014.23 million the aid included US$ 346.63 as grants, US10 million as soft loans and US$ 573.53 as in-kind assistance, he added.

According to the details commitments and indicative Foreign Assistance received from various countries, he said, the highest aid has been offered by the Saudi Arabia as it provided $ 105.29 million at government level directly, $ 14.70 million through Saudi Fund for Development and $ 107.27 through Saudi Public Fund Relief.
“Relief goods worth US $ 40 million has been delivered while US $ 67 million worth of relief goods are in pipeline besides US$ 5.3 million has been handed over to NDMA in cash,” the official added.
The United States of America provided $200 million including $70 million as USAID/OFDA Assistance, $51 million as USAID / FFP Assistance, $ 12 million USAID/Pakistan Assistance, $ 16.25 million as State / PRM and $50 million as USAID/Early recovery Assistance.
The United Kingdom granted relief of US$ 115 million followed by EU which donated $89 million while Germany donated $ 37.50 million, Canada US$ 33 million, Australia US$ 31.20 million while United Nations provided $29 million for the flood victims.
China donated US$ 20 million, Denmark $22 million, ADB 3 million, Afghanistan $1 million, Algeria $1 million, Austria $31.20 million, Azerbaujan $ 2.80 million, Bangladesh $2 million, Belgium $2.54 million and Brazil 0.5 million.
Similarly Chech republic donated $0.2 million Egypt $1.45 million, Estonia $0.08 million, Finland 5.67 million, France $1.34 million, Greece $0.12 million, Hungary 0.05 million, IDB $11.02 million, India $25 million, Indonesia $ 1, Iran $1.2 million, Ireland $1 million, Italy $ 5.12 million, Japan 14.68 million, Korea, 1 million , Korean private sector $ 1million, Kuwait $10 million while Kuwait Joint Relief Committee donate $0.35 million for the affected people.
The other commitments made include $0.64 million by Luzemburg, $ 1 million by Malaysia, $0.3 million by Maurituus, $2 million by Morocco, $0.13 million by Nepal, $8.39 million by Netherlands, $2.80 million by New Zealand, $5 million by Oman,$0.5 million by OPEC Fund, $0.06 million by Poland, $0.4 million by Qatar, $1 million by Russia and $0.02 million by SCOMI Malaysia.
Singapore donated $1.03 million for the flood affected people while Slovakia donated 0.17 million, Spain $7.46 million, Srilanka $0.05 million, Sweden $21 million, Switzerland $7.28 million,Thai Public donation 0.14 million, Thai red cross 0.05 million, Thailand 0.18 million, UAE $32 million while the World Bank provided $1.3 million to help the victims of floods.

China is eyeing huge reconstruction oppurtunities.

Very little aid was channeled through UN so they have every right to express their remarks because in their books the aid has essentially stopped..that does not mean cash is not flowing into Pakistan. it only means that cash is not flowing through UN in Pakistan.

Are indians soo dumb for real of they think people actually fall for their word play??

Do you know these dumb Indians has offered you 25 miilion aid , I think more than china if not more than almost equal to china. and very heartly accepting it to route through UN.My souce is wikipedia according to it china has pledged total of 17.5 million USD .
