There is no rule that all systems need to be in place before commissioning. The ship can be inducted/commissioned
after the sea trials are over and the subsystems can come later on, once the ship is in IN fleet.
Infact most of the Royal Navy's Daring-class DDGs didn't have their Harpoons in place when they were
commissioned.
That said, I sincerely don't think the ship will be commissioned tomorrow. Only by the middle of this year.
LRSAM firings from Kolkata should begin by next year.
Type 45 ships were never meant to have Harpoon. It was fitted for but not with.
Some of them do. All of them will get it also, but in due time.

Look it up, it's common knowledge. The T-45s were "wired for" Phalanx but it was no installed.Source?
