Indo-Israeli Standoff EMP-Emitting Missile (DEW For SEAD) To Enter Serial Production This Year

But first, let’s dissect the joint India-Israel project to co-develop an air-launched, standoff EMP-emitting missile, which, for all intents and purposes, will be India’s first operational precision-guided directed-energy weapon (DEW). It may be recalled that in the night of September 6, 2007 in the desert at Al Kibar, 130km (81 miles) from the Iraqi border and 30km from the northern Syrian provincial city Deir el-Zor, a fleet of ten IDF-AF F-15Is conducted OP Orchard, which involved the destruction of heavy-water reactor then under construction with North Korean expertise and Iranian funding. In that raid, the IDF-AF had used a RAFAEL-developed precision-guided, standoff DEW to shut down Syria’s ground-based air-defence sensors—a move that would go on to be the optimum model for future surgical air-strikes.

Israel offered to co-develop a variant of this DEW with India on July 7, 2008 during an official meeting in Pune with the DRDO. This was followed by two additional meetings held in Delhi with senior DRDO and IAF officials in August and September 2008. The joint R & D project officially began in mid-2010 and series-production of this DEW will commence later this year, with the Kalyani Group being the prime industrial contractor from the Indian side.

This air-launched, fire-and-forget, expendable DEW, whose main role is to render electronic targets useless, will make use of the airframe of RAFAEL’s Spice 250 rocket-powered PGM, and will have a range of 120km. It is a non-kinetic alternative to traditional explosive weapons that use the energy of motion to defeat their targets. During a mission, this missile will navigate a pre-programmed flight plan (using fibre-optic gyros) and at pre-set coordinates an internal active phased-arraymicrowave emitter will emit bursts of selective high-frequency radio wave strikes against up to six different targets during a single mission.The EMP-like field which will be generated will shut down all hostile electronics. Thus, the whole idea behind such a weapon is to be able to destroy an enemy’s command, control, communication and computing, surveillance and intelligence (C4SI) capabilities without doing any damage to the people or traditional infrastructure in and around it. In other words, it can eliminate an air-defence facility’s effectiveness by destroying the electronics within it alone, via a microwave pulse, without kinetically attacking the facility itself.

For the IAF, this air-launched DEW will be a ‘first day of war’ standoff weapon that can be launched outside an enemy’s area-denial/anti-access capabilities, and fly a route over known C4SI facilities, zapping them along its way, before destroying itself at the end of its mission. Because of its stealthy design, long-range and expendability, it will fly where no other manned airborne assets could and because it does not blow anything up, its use does not necessarily give away the fact that the enemy is under direct attack in the first place. In that sense, it is also a psychological weapon, capable of at least partially blinding an enemy before it even knows that a larger-scale air-attack is coming. The IAF plans to arm its upgraded Mirage 2000Hs and the yet-to-be-acquired Rafale MMRCAs with this DEW and also with RAFAEL’s Spice-1000 PGM.

During Aero India 2015 - the Pune-based $2.5-billion Kalyani Group entered into a 51:49 joint venture (JV) with Israel’s Rafael Advanced Defense Systems to develop and manufacture a wide range of missiles, remote weapon systems and advanced armour solutions. This missile will probably be manufactured by this JV only - first successful private venture in Defence sector under the Make in India Scheme!

In yet another power-pitch for collaborative weapons development, Israel has proposed a joint venture with India to develop and manufacture an air-delivered fire-and-forget precision guided standoff weapon for the Indian and Israeli air forces. The weapon will be developed to deliver both conventional and nuclear warheads over sizeable standoff ranges. The proposal was formally made by an Israeli defence delegation, led by senior officials from Rafael Advanced Defense Systems, to the DRDO's Armament Research & Development Establishment (ARDE) in Pune on July 7, and carried forward with two more meetings at the DRDO Headquarters level in August and this month. A project case is currently under preparation -- paperwork is likely to take at least eight more months, though with elections looming, who knows.

As a recent news report by DNA's Josy Joseph suggested, the Israelis are having an "unprecedented run" in the Indian defence market. The same news report tells of how the Central Vigilance Commission (CVC) has completely broken with tradition and put its stamp of approval on the Rs 10,400 crore medium range surface-to-air missile (MRSAM) joint venture between the two countries, currently pending final approval by the Cabinet, but expected shortly. This despite the fact that the companies involved are the same that remain officially charged by the CBI and are being investigated for paying kickbacks in the original Barak naval point defence system deal. The same duo of IAI/Rafael is already involved with the co-development of the Barak-2 surface-to-air missile with DRDL and supply of the SpyDer LLQRM to the IAF, another deal that has been criticised.

The photograph to the right is the Popeye "Crystal Maze" PGM, an existing standoff weapon in Rafael's inventory, procured by the Indian Air Force.

Damn. Technology wins hands down. This is one of the reasons why the Ruskies lost the cold war.

Two squadrons of Jags/M2ks/Rafales with these DEW PGMS and MKIs providing top cover and all enemy air defenses go for a toss, We don't even need to cross into enemy airspace, can launch from deep within our own territory.

Take that all naysayers who say we won't have complete and overwhelming air superiority over the enemy airspace within 48 hours from the commencement of hostilities.

Can't be complacent though. We need to keep on modernizing and have many such cutting edge JVs to ensure that our operational tech is overwhelmingly superior.

That is deterrent enough. Screw the nukes. we don't need em.

What the hell! How come its going into production and I have never heard of it. This is a massive weapon. Something like a neutron bomb but which can be used without nuclear retaliation. Wow.

Russian-Indian JVs get all the attention with almost nothing to show for most of them- it is the complete reverse with Indo-Israeli JVs.

Israelis are impressive operators- professional, committed and trustworthy.

It would have been far more useful had India joined hands with Israel to jointly develop the next generation MBT for both armies as well as a JV on the AMCA- the Israelis will want a high end twin engined 5th gen fighter to replace their F-15Is and the F-35 is going to be a massive let down for them. Israel's world class electronics coupled with India's know how in developing a fighter from the ground up would be a killer combination. A win-win all around.

Theoritically you are absolutely correct.But practically several obstacles is in there.
First of all this is a business.Of Course this is JV.But at the end Indian AirForce will give a hefty order for this ,since Israel dont have that much requurement.The weapon is next gen ,too high tech .So an export possibility is way low.

Diplomatically ,both India and Israel has limitations Israel is still rolling on the payroll of USA.So a JV for AMCA wont go well with them.F 35 istheir only choice .Arabs and Iran dont like an open strong relation with Israel.

And We should watch the Israelis.
They need us more than vice versa.Our arms market is an opportunity to Israel.But we should also keep some distance because we cant afford to become another US with strong Jewish lobby.
