India's ties with third countries not at cost of Russia: PM

Moscow: Seeking to take forward the strategic partnership to new heights, prime minister Manmohan Singh today made it clear that India's relations with third countries will never be at the cost of "time-tested ties" with Russia.

After a one-on-one meeting with Russian president Dmitry Medvedev at the Kremlin which he described as "very productive", Singh said, "a stronger Russia is important for world peace."

Both India and Russia have a joint role to play in dealing with regional and international issues, including steps for revival of global economy, terrorism and reforms of international institutions, Singh said in his opening remarks before the two sides got into delegation-level talks. Noting that he was visiting Russia for the second time this year, the Prime Minister said this showed the importance attached by India in taking forward the bilateral relations in various spheres.

"Our relations with third countries will never be at the cost of our time-tested relationship with Russia," he said.

He said Indo-Russia strategic partnership is a "unique" partnership, firmly rooted in mutual interest and confidence and a shared vision of a multi-polar world.

In his remarks, the Russian president said the agreements finalised by the two countries reflected the strategic partnership of a "great variety".

Medvedev said both at the dinner yesterday at the countryside residence and this morning in a formal setting, he had discussed with Singh issues relating to enhancing the strategic partnership.

The Russian president noted that Indo-Russian trade has increased by 8% despite a global slowdown and said this augmented well for the improvement of bilateral ties in this area. Singh shared the sentiments of Medvedev on this issue.

At the private dinner last night, Singh assured his host that New Delhi still regards Moscow as its most important partner.

Singh began his Moscow schedule today with the laying of wreath at the Tomb of Unknown Soldier with eternal flame.

Medvedev is also hosting lunch in honour of Singh in the ornate Alexander Hall of the Kremlin palace.

During their informal talks last night, Singh said, "I want to assure you that relations with Russia are most important and we have no such relations with any other country of the world.

On his part, Medvedev said, "Every visit of the Indian prime minister is always a big event. It can only be like this because Russia and India are good friends".

India on Monday signed a path-breaking broad-based agreement in the civil nuclear field with Russia, which will ensure transfer of technology and uninterrupted uranium fuel supplies to its nuclear reactors, and inked three pacts in the defence sector.

The agreements were signed after talks between Prime Minister Manmohan Singh and Russian President Dmitry Medvedev at the Kremlin in Moscow, during which they discussed a whole range of issues, including terrorism emanating from Afghanistan.

"Today we have signed an agreement that broadens the reach of our cooperation beyond supplies of nuclear reactors to areas of research and development and a whole range of areas in nuclear energy," Dr Singh said during a joint press conference with Medvedev.

The prime minister said the agreement will deepen and strengthen the already existing nuclear cooperation between the two countries, under which four new nuclear reactors would be set up by Russia in Kudankulam in Tamil Nadu, and a site for the fifth one has been identified in West Bengal

Well, dont be jealous of Indian success to have unique relations with Washington and Kremlin, This is No Flip Flop as u say, but a very matured and highly intelligent diplomacy which is NOT enjoyed by any nation in Asia.

You must have some some reading on international politics and relations, MMRCA is Open Tendor Process, IAF chooses its Winner on the basis of performance, Not the Visits to Russia or US by our PM - We have Options and we know how to use Them.

Thats very true, everytime there is a state visit by our ministry some people say MRCA is going here and there and virtually everywhere ....What you have to understand is that if you are spending $10 billion + dollars you out to buy serious s*** and as far as better relations are concerned that friends can be done with a lot of diffrent things :cheers:

Russian President Dmitry Medvedev on Monday urged greater control over nuclear arms, warning radical elements could threaten neighbors and use the weapons to spark large-scale conflict.


At a joint news conference with visiting Indian Prime Minister Manmoham Singh, Medvedev indicated that Russia is interested in strict control over nuclear weapons "so that they aren't taken hostage by any kind of radicals; so that they won't be used to start any kind of conflict or even threaten neighbors."

"This touches on all countries. This touches, of course, upon the Iranian nuclear program," and that of other states, Medvedev said without naming any.


Russia has until recently been hesitant in showing support for new US-led sanctions against Iran in response to its defiance of an enrichment ban. But Tehran's intentions announced at the end of November to build 10 new uranium enrichment plants appeared to have tipped the balance in Moscow in favor of tougher trade punishment.



"I'll say it openly: Moscow has no interest in expanding the nuclear club," Medvedev said.


Singh is in Moscow on a three-day visit to strike a number of defense and energy deals worth several billion dollars.


India hopes to boost uranium fuel imports from Russia, its Cold War ally, and also wants Russian investment in nuclear power stations at home.


'Major step forward'
State news agencies quoted the country's nuclear energy chief Sergei Kiriyenko as saying that Russia may build up to 20 reactors at three sites in India.


"Nuclear cooperation between the Russian Federation and India in my view has a very big, a very good future," Medvedev said.


Singh said he was "most satisfied" with the talks, which he called "a major step forward."


India is a top Russian arms client, recently securing production licenses for T-90 tanks and contracts to provide Russian aircraft with BrahMos missiles. The countries are building a modern supersonic fighter, equivalent to the US Raptor stealth fighter. But tension has appeared over the cost of refurbishing the Soviet-built aircraft carrier Admiral Gorshkov for the Indian Navy.

India reportedly paid $617 million when it signed the original contract for the ship in 2004, but later the Russian factory carrying out the repairs demanded another $2 billion, which led to a dispute between the two sides.


Work on the carrier was originally supposed to be completed in 2010, with delivery slated for 2012 after tests.


Singh, who was to meet Prime Minister Vladimir Putin later Monday, praised the countries' economic ties, adding they were shooting for $20 billion in bilateral trade by 2015.

Its too early for that the MRCA will depend on the IAF :toast_sign: and no this is reality not a flip flop and do you really think no one can trust India :what:

The kind of deals MMS has done at Moscow are not those which can be negotiated overnight like those relating to subjects like " promoting cultural ties etc". So , obviously the talks on these deals began even before Obama began drafting his speech.

These require months of careful & continuous negotiations. It may disappoint some here but India has the ability to stand up & be counted unlike some ' also rans' in the region.

What appears to you as a flip - flop is realpolitik less on part of India but more on part of the Nuclear Supplies group who need a market like India.

As rgds India's relations with Russia , it is too old & firm to get swayed - yet based on mutual respect & economic / political considerations as two equal partners must have.

So will the russians continue to be the India's Largest defence partner i mean will the IAF really go for the Russian MRCA or the WEST will win this strategik milletery deal..?
If the IAF selects the russian MRCA then i would believe wat Singh says .
