The Chittoor district police could give a tough time to the well-organised red sanders smugglers network by making seizures of precious logs to the tune of 37 tonnes worth over Rs. 75 crore, as many as 108 vehicles worth Rs. 16.2 crore, besides arresting 324 smuggling operatives in 107 cases in 2016.

Addressing a press conference here on Saturday, Superintendent of Police Ghattamaneni Srinivas said as part of the war against the red sanders smugglers, the district police had filed a record 60 PD (Preventive Detention) Act cases, the number which is first of its kind in the State.

Suspect sheets were opened on 26 accused and rowdy-sheets on 17 persons. A highlight was the arrest of three notorious gangs involved in red sanders smuggling, and making recommendations to the Enforcement Directorate for attaching properties of five notorious accused.

In coordination with the Bengaluru rural police, massive awareness campaigns were undertaken at Ketiganahalli (Karnataka) to prompt the locals stay away from smuggling activity. In June, jewellery worth over Rs. 2 crore and valuable land documents belonging to Sangeetha Chatterjee (model and associate of notorious red sanders smuggler and undertrial Markondus Lakshmanan of Kolkata) were seized in a special raid. To make the tracking of smuggling activity more effective, an exclusive software — Red Sanders Information System (RAIS) — was developed.

Tackling of crime rate was remarkable in 2016.

Of 3,970 cases, 3,099 were solved and the remaining were under brisk investigation.

Compared to the previous year, the crime rate had come down by 85% in 2016. Three gangs involved in kidnappings were arrested in 2016 and Rs. 40 lakh was seized at various locations.

A highway robbery gang was apprehended at Palamaner, and property worth Rs. 20 lakh was seized.

By initiating people-friendly administration, the Chittoor police coordinated with Lok Adalat to resolve about 1,000 cases.

The SP said to strengthen the police administration in 2017, the unique Community Police Officers concept would be further expanded to rural areas.

He said top priority would be accorded to tackle atrocities against women and children.

CHITTOOR: The Andhra Pradesh Red Sanders Anti-Smuggling Task Force (RSASTF) has unearthed a “stock sureties” scam, leading to the arrest and remand of two persons, a first of its kind in the annals of red sanders smuggling in Rayalaseema districts.

As part of filing of charge-sheets, the Task Force detected two names —George and Ramamurthy (of Gangadhara Nellore in Chittoor district) — who signed as sureties for the bail petitions of the woodcutters from the Jawadi Hills of Tamil Nadu recently. As the accused did not turn up during the filing of the charge-sheets, the Task Force issued non-bailable warrants against the sureties and initiated their prosecution, leading to the duo getting remanded by the Principal Assistant Sessions Judge court in Tirupati on December 28.

During verification of their antecedents, it was found that they had executed sureties for over 40 bail petitions, including a murder case and a bank robbery. They had obtained the “property valuation certificates” from the revenue officials concerned at the village level a number of times. Investigation revealed that for processing the sureties, the duo had taken Rs. 1000 per each case, and some middlemen were found to be behind them in arranging the surety amounts.

According to the official figures, the charge-sheets are yet to be filed in 2,790 cases under the police department of the Chittoor and Kadapa districts, while the un-charge-sheeted cases with the forest department are 5,190 in half a decade. Detection of stock sureties is either ignored or sidelined mostly due to the inordinate delay in filing the charge-sheets. The Task Force officials feel that more and more number of stock sureties would come out once charge-sheets are filed in pending cases.

Head of RSASTF M. Kantha Rao (DIG) said it was startling to find the duo acting as sureties to the smuggling accused from Jawadi Hills of TN. “A few persons are involved in executing of sureties and repeatedly obtaining the property valuation certificates. If the Aadhar numbers of those coming forward as sureties could be made online, the problem of stock sureties would be tackled effectively. We are going to have a deeper probe into a number of pending cases to totally unearth this fraud.”

CHITTOOR: The Chittoor police on Wednesday apprehended three red sanders smugglers.

They seized 1.5 tonnes of red sanders logs worth over ₹3 crore in the international market, during an inter-State raid at the Katiganahalli village of Bengaluru Rural District.

Chittoor Superintendent of Police Ghattamaneni Srinivas, who supervised the operation, produced the three accused — Syed Fayaz and Afrooz of Katiganahalli, and Afsar of Kolar district — and the seized property at the Parade Grounds.

The logs were procured from Rayalaseema and stocked at illegally operated warehouses, Mr. Srinivas said.

The SP said that during the last couple of days, special squads of the Chittoor Task Force had been active in checking the vehicles at the border check posts and national highways towards Chennai and Bengaluru.

On Tuesday night, the joint highway patrol exercise by the Task Force and the Yadamarri police led to intercepting of a mini-van at Varigapalle on Chittoor outskirts. Two persons were taken into custody following their suspicious movements. On interrogation, they revealed their links with the Katiganahalli warehouses. Immediately, a special party with armed guards rushed to Katiganahalli, and conducted the raids, which continued till early hours of Wednesday.

Of the three operatives, Syed Fayaz is wanted in as many as 16 red sanders smuggling cases in Chittoor and Kadapa districts, having transported over 400 tonnes of logs worth over Rs. 800 crores; and Afsar is wanted in 6 cases in Rayalaseema districts, having smuggled out 200 tonnes of logs since 2013. Afrooz operates as driver for the vehicles carrying the contraband loads across the borders of various states.

Mr. Srinivas said that in spite of the repeated cautions to the operators of illegal warehouses in Katiganahalli, the prohibited trade in red sanders had been continuing unabated. “Surveillance teams are doing their best in detecting the inter-state operations of the smugglers’ network. We shall leave no stone unturned to curb the smuggling activity with an iron hand,” the official said.

TIRUPATI: The Tirupati urban police swooped down on a team of red sanders smugglers including a Chinese national, during a raid at Chaitanyapuram under Renigunta limits on Saturday evening.

Kolluri Venkat Rao (32) alias K.V.R. Naidu alias Venkatesh, belonging to Dakkili mandal of Nellore district, believed to be the kingpin, was presented before the media on Sunday evening. The arrested includes Zhang Jianlin (32), a Chinese national hailing from Naipu state of Henan province and currently residing in K.R. Puram in Bengaluru. He is believed to be the mediator to smuggler Wang Xian Yu living in Fujian state of China.

Modus operandi

Zhang has been involved in red sanders smuggling since 2012 under the guise of prawn feed import business. He buys red sanders from Venkata Rao, packs them in boxes and ferries them to Ravi in Mumbai with the help of Pande, a transporter of Bengaluru, from where the shipment reaches China. Wang pays a monthly salary of Rs.50000 to Zhang, according to police.

The arrested include Akkala Ashok Kumar, Bandi Mahendra, Koneru Naveen Kumar, Arava Rajan, Kalapati Durga, Pari Murali, Bukya Mahadeva Naik (all hailing from Chittoor, Nellore and Kadapa districts) and R. Devendra of R.T. Nagar in Bengaluru.

24 red sanders logs weighing 762 kg, three cars, one motorcycle, thirteen mobile phones, two gold chains, two gold rings and ₹34,000 in cash were seized from their possession. The police have also named Wang Xian You, Ravi and Pande as accused in the case.

One person was killed when forest guards opened fire on a gang of about eight persons engaged in felling a sandalwood tree at Lingambudhi Lake close to Dattagalli residential area of Mysuru in the early hours of Saturday.

The attention of the authorities was on tracking the movement of a leopard and trap it in a cage placed with a bait close by. It is suspected that the gang members tried to take advantage of this diversion and tried to fell the sandalwood tree.

When the forest guards opened fire in the air to scare the gang they tried to counter attack with machetes and other lethal weapons, forcing the guards to open fire in self-defence.

While one person died on the spot due to injuries, seven others escaped. Kuvempunagar police rushed to the spot. A bag full of sandalwood billets has been seized from the scene. Machetes, rods and a mobile handset were also recovered.

Deputy Conservator of Forests V.Karikalan suspected the gang members to be professional sandalwood smugglers as they had struck twice during the week. “There are sandalwood trees in the thickets surrounding the lake and six trees were found felled on February 2 while five were felled on February 6 following which we decided to introduce night patrolling around the lake’’, said Mr. Karikalan.

Around 2.30 a.m. on Saturday the forest guards heard a noise and on venturing close to the source of the sound found the gang feverishly hacking a tree. The guards asked the gang members to surrender and fired in the air. But some of the gang members armed with machetes and rods rushed towards the guards one of whom opened fire with a slide gun in self defence, said Mr. Karikalan.

Lingamudhi Lake has been declared as a forest and is hence a protected area and is fenced along the periphery on one side but for a gap of nearly 200 meters from where the gang members may have gained access. Senior police officials including Commissioner Subramanyeshwara Rao visited the spot. The body of the victim was shifted to K.R. Hospital for post mortem. Kuvempunagar police have registered a case and are investigating.

The Chittoor II-Town police on Sunday nabbed six red sanders smuggling operatives from Tamil Nadu, while they were moving suspiciously in the bushes at Obanapalle locality along the Bengaluru bypass road. Six red sanders logs and an SUV were seized from them.

Circle-Inspector Venkatappa said that a week ago the smugglers were on their way to Chennai carrying the logs when their SUV had developed a snag. They hid the logs in the bushes of a local tank and left for Chennai.

After a week, they returned on Sunday to retrieve the logs from the bushes and were waiting for an SUV for transportation. Acting on a tip-off, the raid party led by Sub-Inspector Umamaheshwar Reddy rushed to the spot and arrested the accused.

The operatives were identified as Palaniswamy (25) of Papireddipatti of Dharmapuri district; V. Andiappan (25) M. Venkatesan (28) and Rathinam (24) of Pambagutta village of Tirupattur Taluk of Vellore district; Chennayan (21) and Vediyappan (37) of Umminur of Uttangaram Taluk of Krishnagiri district.

Their modus operandi was to procure the logs from the maistries at the foot of the Seshachalam Hills at various entry and exit points and transport them to Chennai for a price. The accused were remanded.

Two woodcutters held

The Red Sanders Anti-Smuggling Task Force sleuths nabbed two woodcutters from Tamil Nadu and recovered 33 red sanders logs from them, during combing at Ragimanukunta area of the Seshachalam forest in the early hours of Sunday.

The team led by Reserve Sub-Inspector Vasu sighted around 40 woodcutters carrying logs and surrounded them.

The wood-cutters hurled sticks and stones at them to flee in the cover of darkness. The sleuths could successfully lay their hands on two of them, who were identified as Sivakumar of Villupuram district and another Sivakumar of Salem district.

PALANI: Sandalwood logs weighing 15 kg and valued at ₹1 lakh were seized during a routine check conducted by forest department officials at Pondhupuli near Pappampatti village in Palani forest range on Monday.

The officials said they found a person walking in the reserve forests area, carrying a bag as headload. When they tried to stop him, he dropped the bag and fled the spot.

When the officials inspected the bag, they found nine sandalwood logs kept in it. Further investigation is on.

The Central Crime Branch (CCB) police raided a wood workshop in Ramamurthy Nagar and seized 4.39 tonnes of red sanders worth nearly ₹8 crore on Sunday. While the owner of the shop has been arrested, the police are on the lookout for two businessmen who allegedly attempted to smuggle the wood.

According to police, based on a tip off, the CCB sleuths raided the shop and found 87 pieces of red sandalwood kept amidst the other logs. The police picked up the owner, Hasmukh, and during interrogation, he informed that two businessmen, Ravi and Srinivas, had given the wood to him. “We know that they are in Delhi . Only after arresting them will we know where they were planning to smuggle it to,” said a police officer.

Senior police officers said that Bengaluru is an important transit point for storing and smuggling red sanders to Mumbai or Chennai and then to China and Japan. A total of 21 cases were registered by the Bengaluru police from 2014 to 2016 pertaining to this.

“Usually red sanders are found in Chittoor district in Andhra Pradesh and some parts of Kolar district in Karnataka. They are brought to Bengaluru by road by placing them amidst other local wood and later stored in some wood workshop. After this, they are taken to Mumbai or Chennai by road and shipped to Japan and China,” said a senior police officer.

He said that though checks are organised regularly, the smugglers get advance information about the checking and change routes. “The number of cases in the city has dropped however as our checks have intensified,” said an officer.

Four vehicles seized, nine smuggling operatives nabbed in three different incidents
In a major breakthrough, Red Sanders Anti Smuggling Task Force (RSASTF) personnel recovered 193 red sanders logs, seized four vehicles and nabbed nine smuggling operatives, in three separate incidents in Chittoor and Kadapa districts on Saturday. The logs, weighing more than five tonnes, are estimated to fetch more than ₹ 15 crore in the international market, making it a significant catch in recent times.

The task force officials, who have been receiving tip-offs on smuggling activities in the Seshachalam forests, formed five special teams to conduct combing operations at vulnerable entry and exit points.

“In the first incident, we managed to seize a major dump of red sanders consisting of 153 logs and nabbed one of the most notorious smugglers, M. Chandrasekhar alias Madarapakam Sekhar, hailing from Tiruvallur district of Tamil Nadu,” said task force DSP S.V. Sreedhar Rao.

Mr. Rao said about 10 to 15 smuggling operatives, led by Chandrasekhar, had planned to transport logs by a truck and two SUVs from the forest areas, a few kilometres away from the Karakambadi sub-station.

After being confronted by the combing party, the latter fled into the forests but the officials had managed to nab Chandrasekhar.

Boxer-turned-smuggler

“Chandrasekhar, who was an amateur boxer, began red sanders smuggling under the guidance of L.V. Mani. Earlier, he was involved in various gambling activities, including pigeon races, real estate etc., and had descended into criminal activities to maintain his lavish lifestyle. This duo of smugglers along with others — Guna and Manohar — all hailing from Tamil Nadu, are considered a team,” said Mr. Rao.

Over the years, Chandrasekhar is said to have transported several tonnes of red sanders and is wanted in several cases.

In the second incident in the forest areas abutting Upadhyaya Nagar on the Karakambadi road, the task force officials intercepted and prevented loading of red sanders logs. They reportedly spotted about 20 smuggling operatives, who upon encountering the combing party, abandoned the logs and fled.

However, the officials nabbed K. Perumal (39), an operative hailing from Tiruppattur in Vellore district of Tamil Nadu and seized 40 red sanders logs and a truck.

Additional forces have been mobilised to nab the others. With the seizure of country-made rifles last week, officials have been advised to conduct combing operations with utmost caution.

Seven held

Meanwhile, quick thinking by two task force police constables resulted in the capture of seven smuggling operatives in Kadapa district on Saturday.

According to sources, Hussain and Narasimhulu, who were en route to their respective homes after duty, noticed 11 suspicious members board the bus near Kamalapuram area.

On questioning, four persons from the group jumped out of the moving bus. However, the constables managed to detain seven others with the help of the passengers and handed them over to the Yeeraguntla police for further investigation.

Chennai: In a major breakthrough against timber mafia dealing with red sanders in Kancheepuram, foresters on Wednesday arrested 3 persons and confiscated 20 tonne red sanders from a godown in Hanumanthapuram.

According to forest department sources, a special team was formed to monitor the godown and the movement of trucks. When foresters noted something fishy with the number plates of trucks parked inside the godown, the special team raided the godown on Tuesday night and found red sanders kept ready for dispatch.


All the three arrested are part of a network operated from Vyasarpadi in north Chennai and kingpin Appu Ajith is absconding. Two workers from Bihar working at the godown were also detained for further investigations, foresters said. District forest officer Ritto Cyriac, who monitored the operations, congratulated the team for confiscating red sanders worth Rs .5 cr.

Pandu Rangam and Vijayakumar also involved in the trade are also booked. Several leads have been obtained in this case and three vehicles including two lorries worth Rs 50 lakh had also been seized and are under judicial custody. There will be more arrests in this case, the foresters said.

Two SUVs and a truck confiscated from the accused
The Red Sanders Anti-Smuggling Task Force (RSASTF) and forest officials of the Proddatur division seized 307 fine quality red sanders logs weighing around nine tonnes worth about ₹15 crore in the international market, and nabbed 174 woodcutters from the Javadi Hills of Tamil Nadu at four forest beats spread over the Lankamalleswara wildlife sanctuary near Kazhipet of the Kadapa district between Wednesday midnight and early hours of Thursday.

Two SUVs and a truck used for transportation of the logs have been confiscated.

RSASTF chief M. Kantha Rao, DIG, and Divisional Forest Officer (Proddatur) S. Ravi Shankar told The Hindu that following the influx of woodcutters from Tamil Nadu over a couple of weeks into the Lankamala hills, a strategic plan had been drawn up 10 days ago.


A local middleman who was arrested gave the information that woodcutters would start arriving from Wednesday (March 8) to fell trees and load them at specified locations on the foothills.

The officials organised four combing parties and deployed them at strategic entry and exit points.

In all 174 operatives were nabbed, some of them after a big chase.

A local court in Pakala town in Chittoor district of Andhra Pradesh sent former airhostess-turned-model Sangeeta Chatterjee to 14 days judicial custody on Wednesday following her arrest in Kolkata on Tuesday for her alleged involvement in a red sanders smuggling case.

According to Andhra Pradesh police sources, Sangeeta (27) is wanted in at least in four cases lodged in the last three years. The police charged her with spreading smuggling network in six states in India and other countries including China and Japan.

Chittoor deputy superintendent of police S A Razak said Sangeeta was wanted in several cases of red sanders smuggling, besides illegal arms dealing. “The case is under investigation and her arrest will throw more light on it,” he said.

Sangeeta is a close associate of notorious red sanders smuggler Markondas Lakshmanan (31), who hails from Chennai but settled in Kolkata five years ago. Two years ago, Lakshmanan developed intimacy with Sangeeta and both started living together.

She had obtained interim bail from Alipore court in Kolkata in early May when the Chittoor police raided her residence there, seizing her bank lockers and accounts which showed suspicious transactions with overseas agencies worth over several crores of rupees.

However, the Kolkata court directed Sangeeta to appear before the Chittoor court on May 18. But Sangeeta obtained extension of the interim bail on health grounds. Despite six legal summons, she did not appear before the Chittoor court. In December, the court issued a non-bail-able warrant against her. The Chittoor police deputed special teams about 28 times to Kolkata and Nagaland to hunt for her, but she could not be traced.

Police said Lakshmanan, who started his career as a mechanic, entered into the red sanders smuggling in 2012 and amassed wealth worth hundreds of crores of rupees in Chennai, Kolkata and elsewhere in the country. He was arrested by the Chittoor police in 2013 in connection with red sanders smuggling and was even sent to Kadapa jail under the PD Act.

Later, while on bail, he came in contact with Sangeeta who had started modelling after quitting as an airhostess. Sangeeta had reportedly married a pilot but separated later.

In February 2016, the police once again arrested Lakshmanan. During interrogation, he reportedly confessed to the alleged role of Sangeeta in the smuggling activity. This information eventually led to the Kolkata operation.

SP announces cash rewards for police personnel
The Chittoor East police on Friday night nabbed five red sanders smugglers from Vellore and Tirupattur districts of Tamil Nadu on the outskirts of Chittoor, and seized red sanders logs worth about ₹10 lakh, and an SUV, when they were on the way to Bengaluru.

The police on Saturday produced the accused along with the seizures at a press conference at Taluq police station. The officials said that the police at Murakambattu-Bengaluru bypass road on the outskirts of Chittoor spotted the SUV parked on the roadside, while the inmates were hanging around suspiciously. On seeing the police, three of them tried to flee, but were captured. In the meantime, two others got into the SUV and tried to escape.

The names of the accused were given as Rajesh, Ramesh, Elumalai Manikyam and Bharani (all in their 20s).

The Kadapa police have arrested 14 red sanders smugglers, including Sivalingam Sridhar, a close aide of the most wanted international smuggler Sahul Bhai of Dubai and an inter-State smuggler Mohammed Ikram of Uttar Pradesh in Kadapa district and seized 41 logs weighing half a tonne, two cars, a motorcycle and 10 mobile phones.

Sridhar, 43, of Thiruvallur in Tamil Nadu and four smugglers, Jakkala Gurraiah, 62, Yadava Nathaniel, 38, Obulapuram Ramesh and Dasaripalle Kiran, all of Akkalreddipalle in Porumamilla mandal, were arrested during vehicle checking at the Savisettipalle checkpost in B. Kodur mandal, Additional SP (Operations) B. Satya Yesubabu told the media at the Kadapa police parade grounds on Thursday.

Gurrampati Easwar Reddy, 40, of Vellatur in Pendlimarry mandal and Raga Siddhaiah, 49, Bathala Alluraiah, 62 and Dasaripalle Babu, 42, all of Porumamilla mandal were arrested near Eedulavanka in the Akkalreddipalle forest area in Porumamilla mandal.

Mohammed Ikram, 38, of Sambal in Muradabad district in Uttar Pradesh, Abbireddy Narasimha Reddy, 26, of Nagayapalli in Duvvur mandal, Madana Balarangiah, 65, Dasaripalli Michael, 35, and Obulrapuram Arogyam, 38, all of Akkalreddipalle in Porumamilla mandal were arrested during vehicle checking near Chennamukkapalle village on the Kadapa-Kurnool national highway in Khajipet mandal, Mr. Satya Yesubabu said.

The Additional SP said Sivalingam Sridhar was an accused in 18 cases of red sanders smuggling, Gurrampati Easwar Reddy in nine cases, Abbireddy Narasimha Reddy in eight cases and Mohammed Ikram in seven cases.

Mr. Satya Yesubabu complimented Mydukur DSP B.R. Srinivasulu, Faction Zone DSP B. Srinivasulu, Porumamilla circle inspector Padmanabhan, Lakkireddipalle Circle Inspector Pullaiah and others for arresting the smugglers.
